1. Purpose. To provide Navy policy and issue the responsibilities and procedures for developing, implementing and maintaining the Navy personnel conventional ammunition and explosives (AE) handling qualification and certification program per OPNAVINST 8020.14A. This instruction is a complete revision and must be reviewed in its entirety.

2. Cancellation. OPNAVINST 8023.24C.

3. Scope and Applicability. This instruction applies to all U.S. Navy personnel, identified in enclosure (1), whether ashore or afloat, who are directly involved in AE handling evolutions. This includes personnel who physically interact with AE as well as personnel performing quality assurance (QA) or safety observer (SO) functions. The requirement to have a qualification and

2 certification program applies, regardless of location, to work tasks performed by military, Department of Defense (DoD) civilian and contractor personnel working under the provisions of a Government contract.

4. Background.

a. Following the catastrophic ordnance incident involving a Mark (MK) 24 aircraft parachute flare aboard the aircraft carrier United States Ship ORISKANY (CV 34) in 1966 that resulted in a significant loss of life and major ship damage, the Chief of Naval Operations established the explosives handling personnel qualification and certification program. The Navy’s Flag Board of Inquiry concluded that the accident was attributed to a lack of training, direct supervision and methods used for assessing and determining a person’s qualifications prior to allowing that person to handle AE. Institutionalizing the Navy’s qualification and certification program with proper oversight and management can prevent similar accidents.

b. Although the qualification and certification program has been in effect since the late 1960s, improper handling, loading, processing or testing of explosive devices continues to result in death, injury and extensive high dollar damage to property and the environment. Research continues to show that the majority of explosive mishaps are caused by personnel error resulting from inadequate training, insufficient supervision, lack of or inadequate standard operating procedures (SOP), complacency and a failure to follow related governing technical directives.

5. Intent. To provide guidance for administering the qualification and certification program as defined in subparagraphs 5a through 5c.

a. Provide all commands having a mission or task involving AE with an administrative tool for maintaining an effective AE qualification and certification program.

b. Ensures a command’s qualification and certification process can be validated through documentation and use of a training plan (TP).

c. Establishes a process which will prepare and enable personnel to safely perform tasks involving AE. Personnel within the scope of this instruction must be trained, found qualified by the command’s qualification and certification board and subsequently certified by the commanding officer (CO) or their designated qualification and certification board chair prior to performing any task involving AE.

6. Policy. Commands having the mission or task to manufacture, handle, transport, store, assemble, disassemble, load, download, arm, de-arm or test AE will establish a personnel explosives handling qualification and certification program as prescribed herein. The program will be subject to periodic reviews by explosives safety officers (ESO), explosives safety inspectors, explosives safety specialists and other Department of the Navy (DON) personnel who

3 are conducting an assessment of the command’s explosives safety management program. Further policy guidance is provided in subparagraphs 6a through 6h.

a. CO is synonymous with commanders; directors; supervisor of shipbuilding, conversion and repair (Supervisor of Shipbuilding); masters of Military Sealift Command (MSC) vessels; senior site managers (contractors); and officers in charge (OIC) of a command or activity that is detailed into their position and operate under command authority as described in OPNAVINST 3120.32D. This is not applicable to an individual who is appointed or assigned to deploy with a small contingency from their main element or command.

b. Command integrity of the qualification and certification program may require augmentees and personnel assigned from other commands to be subject to the qualification and certification program and administrative requirements of the command to which they are assigned using the guidance provided in this instruction. For example, United States Marine Corps (USMC) personnel assigned to U.S. Navy activities, ashore or afloat, can be part of the local U.S. Navy qualification and certification program. However, USMC units and squadrons when embarked aboard U.S. Navy ships or at a naval installation will be governed by the MCO 8023.3C instead of this instruction.

c. Military Services, U.S. and Foreign Government agencies conducting explosive operations must provide the Navy host activity or command formal written certification of qualifications for those personnel authorized to handle or physically interact with AE.

d. Navy Strategic Systems Programs (SSP) activities providing direct support to SSP will apply SSPINST 8023.1F, which governs the SSP explosives handling qualification and certification program and pertinent automated tools. Strategic weapons facilities security personnel will comply with the service directive governing the installation they serve.

e. Non-naval units embarked aboard Navy vessels must adhere to the guidance provided in reference (a) and NTTP 3-04M, ensuring personnel are qualified and certified prior to conducting any operations involving AE.

f. Activities listed in reference (b), Appendix G, with a primary mission of research, development, test and evaluation of energetic materials may use reference (c), in lieu of this instruction.

g. Shore installations and their tenant activities having a Navy qualification and certification program, will be subjected to periodic explosives safety inspections (ESI) using the guidance provided in NOSSAINST 8020.14G. The qualification and certification program will be inspected as part of the ESI and can be used to evaluate the command with respect to explosives safety program management. The program may also be reviewed during other command inspections or reviews such as QA audits.

Each ship and its embarked units having a qualification and certification program will be subjected to a periodic shipboard explosives safety inspection (SESI) using the guidance provided in NOSSAINST 8023.12C. The qualification and certification program will be inspected as part of the SESI and can be used to grade the ship or unit with respect to explosives safety program management. The program may also be reviewed during visits by the ordnance handling safety assistance team; weapons safety assistance team; Commander, Naval Submarine Forces (COMNAVSUBFOR) tactical readiness evaluation team; and MSC ordnance management’s ordnance assist visit team.

7. Responsibilities.

a. The Deputy Chief of Naval Operations, Fleet Readiness and Logistics, Supply Chain Operations – Ordnance Management Branch (OPNAV N411) will monitor and provide guidance for the Navy’s qualification and certification program.

b. Commanders of Naval Air Systems Command (COMNAVAIRSYSCOM) and Naval Sea Systems Command (COMNAVSEASYSCOM) will oversee and provide guidance to commands engaged in research, development, test and evaluation efforts. Reference (c) may be used in establishing a qualification and certification program providing it meets the criteria contained in subparagraph 6f.

c. COs and OICs will:

(1) Ensure the command’s personnel conventional AE handling qualification and certification program is in full compliance with the policy, guidance and direction contained herein.

(2) Establish a qualification and certification program using the guidance provided in enclosure (2).

(3) Ensure military and civilian personnel have completed a medical examination that finds them physically qualified to handle AE as directed by references (a) and (b), using the guidance provided in reference (d), chapter 15, article 15-107. Contractors must comply with the guidance provided in reference (e) and enclosure (2), subparagraph 13d(6).

(4) Ensure all personnel involved in operations involving AE are screened prior to certification and annually thereafter to ensure they are mature, stable and show a willingness and capability to perform assigned tasks dependably as required by reference (f).

(5) Revoke individual certifications whenever such action is considered to be in the best interest of safety using the guidance provided in enclosure (2), paragraph 11.

5 (6) Document initial certifications for new or upgraded AE processes or tasks, weapons or major modifications to a weapons capability or platform using the guidance provided in enclosure (2), subparagraph 12b.

(7) Ensure the qualification and certification board chair and members adhere to and utilize the guidance provided in enclosures (2) through (8).

(8) Ensure all command incident reports involving ordnance reflect the appropriate certification level of personnel involved.

(9) Utilize the Advanced Skills Management (ASM) program to manage the qualification and certification program, where applicable. If ASM cannot be used due to operational considerations or network limitations, alternative electronic information management systems may be used as described in paragraph 8 of this instruction. In the event an activity cannot use ASM or a sufficient alternative electronic information management system, manual records- keeping will be accomplished as prescribed in this instruction.

d. Qualification and certification board chair will:

(1) Perform responsibilities and duties identified in enclosure (2), paragraphs 2 and 3.

(2) Consider the qualifications of an individual transferring into the command for the purpose of certification. Guidelines, requirements and procedures are provided in enclosure (2), subparagraph 7e.

(3) Decertify or suspend individual certifications whenever such action is warranted. Guidelines, requirements and procedures are provided in enclosure (2), paragraph 11.

(4) Consult with the qualification and certification board and make recommendations to the CO regarding revocation of an individual’s certification.

e. Host, Tenant and Contractor. Tenant commands (e.g., Navy Munitions Command (NMC), Naval Surface Warfare Centers and air squadrons) and commands on temporary additional duty to activities within the scope of this instruction must provide the host CO with formal written documentation of the qualifications of those personnel authorized to conduct explosives tasks while on board, upon request. This requirement includes all military services (USMC, U.S. Army, U.S. Air Force, U.S. Coast Guard and U.S. National Guard), other government agencies and contractor organizations operating on U.S. Navy installations and joint bases where the U.S. Navy is the hosting command. Applicable host-tenant agreements, inter- Service support agreements or host activity instructions must document the responsibilities of the signatory commands with respect to the establishment and maintenance of a qualification and certification program.

6 8. Digital Signatures and Electronic Recordkeeping. Digital signatures will be in compliance with requirements detailed in DoDI 8520.02, Public Key Infrastructure and Public Key Enabling of 24 May 2011. ASM has been approved for use as the electronic management information system for the qualification and certification program. If ASM cannot be used due to operational considerations or network limitations, other electronic information management systems may be used if the system meets all of the requirements of this instruction. Prior to use of an electronic information system other than ASM, OPNAV N411 must be notified via letter through the appropriate chain of command and Naval Ordnance Safety and Security Activity (NOSSA). The notification letter must include a declarative statement that the alternative system meets all the requirements of this instruction. If the alternative system is found insufficient to meet the requirements of this instruction or OPNAV N411 is not notified of the alternative system being used to manage the qualification and certification program, this will result in qualification and certification program findings during an ESI or SESI, which may result in an unsatisfactory grade.

9. Amplifying Directives. With the exception of type commander (TYCOM), regional commander (RC) or immediate superior in command (ISIC) direction for using standardized TPs, amplifying directives are not authorized for commands operating within the scope of this instruction.

10. Changes. All comments and recommended changes to this directive should be forwarded to the NOSSA point of contact for oversight of the Navy qualification and certification program.

11. Records Management.

a. Records created as a result of this instruction, regardless of format or media, must be maintained and dispositioned per the records disposition schedules located on the Department of the Navy Assistant for Administration, Directives and Records Management Division portal page at https://portal.secnav.navy.mil/orgs/DUSNM/DONAA/DRM/Records-and-Information- Management/Approved%20Record%20Schedules/Forms/AllItems.aspx.

b. For questions concerning the management of records related to this instruction or the records disposition schedules, please contact the local records manager or the OPNAV Records Management Program (DNS-16).

12. Review and Effective Date. Per OPNAVINST 5215.17A, OPNAV N411 will review this instruction annually around the anniversary of its issuance date to ensure applicability, currency and consistency with Federal, DoD, Secretary of the Navy and Navy policy and statutory authority using OPNAV5215/40 Review of Instruction. This instruction will be in effect for 10 years, unless revised or cancelled in the interim and will be reissued by the 10-year anniversary date if it is still required, unless it meets one of the exceptions in OPNAVINST 5215.17A, paragraph 9. Otherwise, if the instruction is no longer required, it will be processed for

7 cancellation as soon as the need for cancellation is known following the guidance in OPNAV Manual 5215.1 of May 2016.

13. Implementation Requirements. All command, TYCOM, RC and ISIC TPs must be updated and approved to include the requirements of this instruction within one year from the date of this instruction. Upon approval of TPs, all personnel under the scope of this instruction must be qualified and certified using the guidance and requirements contained herein.

14. Forms. The use of the forms identified in subparagraphs 14a through 14f is mandatory. Forms are available on Naval Forms Online at https://forms.documentservices.dla.mil/order/. Recommend annual review of forms repository for most up-to-date information. Forms currently in use will remain in effect until their expiration of certification, at which time the newly revised form must be utilized.

Enclosure (1) APPLICABILITY

1. This instruction is applicable to personnel identified in subparagraphs 1a through 1f who physically interact with AE and are directly involved in or observe AE handling evolutions.

a. All Navy personnel under the scope of this instruction including officers, enlisted and Government employees.

b. Contractor personnel performing AE tasks at Navy commands and activities.

c. Command appointed qualification and certification board members.

d. Military working dog handlers when handling canine explosives scent kits.

e. Personnel performing the duties of QA and SO, as defined in references (a) and (b), since they directly influence AE handling evolutions.

f. Aircrew personnel who are involved with the ground handling of AE (e.g., loading, downloading, movement of AE from aircraft to ready service storage and arm, de-arm procedures applicable to type model series aircraft publications).

2. Personnel identified in subparagraphs 2a through 2v do not require qualification and certification per this instruction; however, they are not exempt from ensuring the required standards of explosives safety are in place (as applicable).

a. Qualification and certification board chair, provided the chair does not handle AE or perform in the capacity of a team member (TM), individual (I), team leader (TL), QA or SO. In such cases where the board chair is in the program, the CO will sign the OPNAV 8020/5. If the board chair is the CO, then the ISIC will sign the OPNAV 8020/5.

b. Board advisors.

c. Personnel required to bear arms in the course of their duties. “Arms” includes all AE borne by these personnel in the course of their duties. Personnel qualified under this definition are, small arms crew served weapons personnel and teams; security alert teams; reaction forces; back up alert forces; auxiliary security forces; Naval Criminal Investigation Service agents; or other security personnel who are trained and qualified through a current, approved training program and who do not perform logistical functions of receipt, segregation, storage and issue (RSSI) or otherwise handle AE except as an end user.

d. Aircrew personnel who are required to handle, prepare and launch explosive sonobuoys; explosive signal underwater sound; explosive mine neutralization devices; marine location markers; personal survival devices and life-saving equipment (e.g., pencil flares, distress signals,

2 Enclosure (1) marking devices, life rafts, etc.) and operation of aircraft crew served weapons during the performance of duties. Aircrews must be trained and qualified through a current, approved aircrew training program. Duties also consist of preparation of flight duties, which occur while the aircraft is on deck.

e. Personnel, including contractors, whose sole interaction with AE is with hazard class/division (HC/D) 1.4S only, are not required to be a part of an AE qualification and certification program. Personnel in this category performing logistical functions of RSSI must comply with all other requirements provided in references (a), (b), (d) and (e), as applicable and other directives, to include completion of the applicable Defense Ammunition Center developed ammunition courses to ensure understanding of safety requirements associated with HC/D 1.4S material.

Note: Personnel, including contractors, who are required to handle, store or physically interact with any other compatibility group within HC/D 1.1 through 1.4, must be included in a CO approved AE qualification and certification program to include HC/D 1.4S.

f. Ship's lookouts; in port and underway watch standers; visit boarding search and seizure members; connected replenishment station operators; and shore station runway wheels watches required to handle, prepare and launch marine location markers or fire signaling devices, including safety of life at sea devices, while underway.

Note: Personnel watch standers who handle, prepare and launch marine location markers or fire signaling devices must have thorough training provided by a qualified and certified individual at the TL level or above for the explosive device and work task. A record of this training must be maintained by the board chair and available for review.

g. Working party personnel may be used to supplement qualified and certified personnel performing work task code (WTC) 1 (handling) only, on a temporary basis for the purpose of shipboard ammunition loading, off-loading or underway replenishment operations. The TL, QA or SO of the evolution must provide all working party personnel with a thorough safety brief before and as necessary during the operation. Direct and constant supervision from a qualified and certified TL, QA or SO is mandatory. Working party personnel are not authorized for operations that require all personnel to be in the qualification and certification program (e.g., loading or downloading involving harpoon, vertical launch systems, rolling airframe missiles and bomb assembly and disassembly).

h. Personnel whose sole responsibility when working in and around AE is to conduct tests or inspections of magazine sprinkler systems or to conduct tests or inspections of grounding, bonding and lightning protection systems.

i. Personnel whose sole responsibility when working in and around AE is to use pneumatic nailers to secure dunnage to explosive conveyances or inspect and certify the blocking and

3 Enclosure (1) bracing of AE loaded in a ship’s cargo hold, magazine or locker, railcars or trucks prior to movement.

j. Operators of materials handling equipment (MHE), cranes, riggers, locomotive engineers, conductors, breaker and switcher men (not involved with loading the train with AE), weapons elevators, hoists and conveyors who are qualified by other means (e.g., personnel qualification standards).

k. ESOs and explosives safety specialists provided they do not handle or physically interact with AE.

l. NOSSA representatives, ESI and SESI inspectors and members of the afloat training group, mobile ordnance training team, weapon safety assistance team, ordnance handling safety assistance team, mobile fleet support team, mine readiness certification inspection teams, shipboard weapons integration teams, ammunition and hazardous material review board members, Board of Inspection and Survey (OPNAV N09P), weapons inspectors, MSCs ordnance assist teams and other personnel who are required to review and inspect as part of their official duty, provided they do not handle or physically interact with AE.

m. Guards, electricians, carpenters, fire suppression and other personnel who are not regularly employed in handling AE, but may come in contact with these materials, must be thoroughly briefed regarding hazards to which they are exposed.

n. Navy divers who have completed specialized demolition course from the Naval Diving and Salvage Training Center (NAVDIVESALVTRACEN), Panama, FL, and have or are requalified annually; sea, air and land personnel; explosives ordnance disposal technicians; special warfare combatant-craft crewmen and coastal riverine personnel who do not perform logistical functions of RSSI or otherwise handle AE except as an end user.

o. Personnel who are required to handle and prepare bird and animal aircraft strike hazard and nonlethal devices such as launchers, blanks and cartridges.

p. Personnel involved in the handling, storage and stowage or processing of material potentially presenting an explosive hazard, HC/D 1.4S only.

q. Contractor personnel conducting inert ordnance handling during weapons system installations, ship installation test programs, acceptance trials and pre-delivery certification events, in support of new construction shipbuilding contracts under the direction of Supervisor of Shipbuilding.

r. Pier or safety loading officers, ship and submarine safety loading officers assigned with overall responsibility for safety across the entire pier, wharf, ship or submarine, provided they are not participating in the AE operation being performed.

4 Enclosure (1) s. Military, civilian and contractor personnel performing operational range management and operational clearance operations, including unexploded ordnance and the processing of material potentially presenting an explosive hazard as either material documented as safe or material documented as an explosives hazard on an operational range and do not perform logistical functions of RSSI. Personnel must have completed and be qualified using the guidance of DoD Explosives Safety Board, Technical Paper 18. Qualifying documentation must be maintained on file and made available to the host ESO and Navy audit and inspection teams for review.

t. Personnel interacting with “inert” items not involving the use of any energetic materials do not require participation in a qualification and certification program unless required by other directives or organizational SOPs (i.e., OPNAVINST 4790.2J).

u. Airborne stores compatibility engineering personnel developing initial handling procedures using inert ordnance during weapons systems test programs and acceptance trials pre- delivery certification events (research, development, test and evaluation). Exemption authorized for inert material only during air stores compatibility ground testing and evaluation not requiring actual flight-testing of ordnance or the use of any energetic material (e.g., cartridges). / v. Personnel whose sole interaction with AE is during ceremonial guard or special details where the use of gun salutes and saluting battery are required, provided they are trained and qualified through a current, approved training program and who do not perform the logistical functions of RSSI or otherwise handle AE except as an end user.

Enclosure (2) QUALIFICATION AND CERTIFICATION GUIDANCE

1. Purpose. To address qualification and certification board responsibilities, TP requirements and qualification and certification guidance.

2. Qualification and Certification Board Membership and Responsibilities.

a. Board Chair. The CO is responsible for the command’s qualification and certification program and will act as board chair or designate in writing a competent commissioned officer or civilian equivalent that has both the knowledge and understanding of AE safety needed to perform and administer the duties as the qualification and certification board chair. A senior site manager will perform the administrative duties of the “CO” as described herein for contractor qualification and certification programs. Refer to paragraph 13 of this enclosure for contractor guidance. Similarly, a contractor board chair must be competent and functional in areas of explosives safety. An alternate board chair is not authorized; however, designation of more than one board chair may be authorized by the CO, when the command has multiple mission areas or separate AE operations. The CO must take into consideration personnel experience, program complexity and size of their command.

(1) Examples of more than one board chair are listed in subparagraphs 2a(1)(a) and 2a(1)(b).

(a) An aircraft carrier, where there are multiple departments, each having one or more divisions directly managed by a commissioned officer. Each division officer could be designated as a board chair for their division with a responsibility for certifying personnel within their division.

(b) A shore command, where there are multiple departments with separate AE functions or processes, directly managed by a competent commissioned officer or civilian equivalent. Each senior manager could be designated as a board chair for their department with a responsibility for certifying personnel within their department.

(2) When more than one board chair is designated, the designation must specify the area of responsibility, such as the department, division, air detachment, etc. This prohibits a board chair from certifying personnel under the responsibility of another board chair.

(3) Naval Reserve Units. The CO of a reserve command will act as board chair or designate in writing a competent commissioned officer or civilian equivalent who has both the knowledge and understanding of AE safety needed to perform and administer the duties as the qualification and certification board chair.

b. Board Chair Responsibilities.

2 Enclosure (2) (1) If not the CO, must be designated by the CO, using individual letter or instruction with a sample signature. See sample letter in enclosure (9). The board chair will ensure the provisions of this instruction are carried out. Subparagraphs 2b(2) through 2b(10) provide additional guidance for board chair responsibilities.

(2) Serve as a principal advisor to the CO on all matters involving the qualification and certification board.

(3) Have knowledge of and be aware of all AE operations under their cognizance. Using OPNAV 8020/7, Ammunition and Explosives Qualification and Certification Self-Assessment, conduct a self-assessment of the command’s qualification and certification program upon initial assignment and annually thereafter to ensure personnel are in full compliance with this instruction. Self-assessment results will be maintained in the qualification and certification board chair’s notebook.

(4) Develop a qualification and certification program, which consists of an approved qualification and certification TP and a minimum of two board members (may be more to sustain an active program) and a sufficient number of qualified and certified personnel to support the command’s or activity’s daily explosive operations. Ensure sufficient numbers of qualified and certified board members are maintained at all times. Adequate pre-planning before transfer of board member(s) may eliminate problems of not having enough qualified board members.

(5) Ensure members of the qualification and certification board review the qualifications of the candidate prior to making a determination for certification and recertification.

(6) Convene and chair an oral board to validate qualifications when certifying or recertifying individuals. For recertification at the same certification level, an oral board is optional (at the discretion of the board chair).

(7) Ensure training records are closely reviewed by the qualification and certification board to ensure all elements of the training process have been completed.

(8) Neither sign nor serve as a board member.

(9) Review the command’s qualification and certification TP (e.g., Command, TYCOM, RC or ISIC) annually and submit changes via the chain of command.

(10) Maintain a board chair's notebook. At a minimum, items in subparagraphs 2b(10)(a) through 2b(10)(l) are to be maintained (the notebook can be a hard copy, electronically available or both):

(a) The board chair notebook may be more than one book, volume or binder. For example, original OPNAV 8020/5s may be maintained in a separate book or binder.

3 Enclosure (2) (b) A sample signature of individual’s being designated is required on each designation letter (see sample letters in enclosure (9) of this instruction).

(c) Current board chair’s designation letter and past board chair designation letter(s) until the last individual’s qualification and certification signed by a departed board chair has expired.

(d) Designation letters of current board members.

1. A copy of past board member’s OPNAV 8020/5 and designation letters must be retained until the last individual’s qualification and certification signed by the departed board member has expired.

2. A copy of the current OPNAV 8020/5 and board member designation letter from the assisting command and board member augmentee designation letter until the last individual’s qualification and certification signed by the board member augmentee has expired (if applicable).

(e) Current copy of OPNAVINST 8023.24D.

(f) Current copy of the Command, TYCOM, RC and ISIC TP (as applicable).

(g) A copy of TYCOM and RC approval letters for all board member waivers and initial certifications.

(h) Original OPNAV 8020/5s, both current and past, issued by the command for personnel presently assigned.

(i) Historical documents that serve a purpose.

(j) A copy of the current and previous 2 years’ self-assessments, OPNAV 8020/7, dated and signed by the board chair.

(k) A copy of revocation, decertification and suspension letters issued by the command. Retain letters for civilians and contractor personnel for 3 years. For military, retain until the member has transferred.

(l) TYCOM or RC letters approving use of tactical or live AE for training that leads to certification, if not incorporated into a TYCOM or RC approved TP.

c. Board Members.

4 Enclosure (2) (1) Must be in the pay grade of E-6 or higher or civilian equivalent. Waivers are addressed in paragraph 12 of this enclosure.

(2) Must be designated in writing by the CO via letter or instruction. Designation must include a sample signature of the individual. See sample letter in enclosure (9).

(3) Must be certified in the same AE, WTC and at the same certification level(s) or higher, for which they are qualifying and recommending for certification.

d. Board Member Responsibilities.

(1) Observe and evaluate the skill and proficiency of personnel considered in-training (IT) for initial certification of a new weapon or upgrade in certification or recertification. At least one board member must personally witness a proficiency demonstration (PD) on a specific family group or sub-family group explosive device during the performance of a specific work task to determine the required skill level of the person considered for certification or recertification.

(2) Ensure informal training requirements, on-the-job training (OJT) training requirements and PD (as applicable), have been met prior to recommendation for certification or recertification.

(3) Review for accuracy all pertinent training documentation of personnel nominated for certification or recertification and make recommendations to the board chair.

(4) Review the TP (e.g., Command, TYCOM, RC or ISIC) annually and submit changes via the chain of command.

(5) Inform the department head, division officer, military or civilian supervisor and board chair when personnel who are considered for certification or recertification, require additional training and experience before recommending certification.

Note: Ships in a maintenance availability or other situation, which would prevent AE handling such that a board member’s qualification and certification would expire or a lapse in a commands qualification and certification program, will make every attempt to retain certification with assistance from other Navy commands using a board member augmentee. This would include performing PD with the assisting command’s certified board member augmentee, who will observe the PD. When assistance is not available, the command must obtain TYCOM approval for “initial certification” using the guidance provided in subparagraph 12b(1).

e. Board Member Augmentee. In the event sufficient technical expertise in any given weapon system or process is not available from within the command, an individual from another command who is certified to that weapon system or process may be brought in to augment the

5 Enclosure (2) qualification and certification board. All augmentees must be designated in writing as a board member augmentee by the receiving CO. The primary purpose of the board member augmentee is to train and qualify one or more board members so the command can subsequently train and qualify remaining personnel. Subparagraphs 2e(1) through 2e(3) provide further guidance.

(1) All augmentees must be designated in writing by the CO via letter. Designation must include a sample signature of the individual CO. See sample letter in enclosure (9).

(2) The designation letter must identify an effective date and date of expiration.

(3) Maintain copies of board member augmentee documentation in the board chair notebook using the guidance provided in subparagraph 2b(10)(d)2.

f. Board Advisor. A board advisor may be used to assist the qualification and certification board in the management and execution of the program. Board advisors are knowledgeable personnel (e.g., ESO, civilian managers or supervisors, division officers or chief petty officers) who may or may not be certified. Designation and appointment letters are encouraged, but are not required for board advisors. Board advisors are optional (at the discretion of the board chair).

3. Qualification and Certification Board Responsibilities.

a. The purpose of the qualification and certification board is to provide the CO with the primary means of assuring adequate training and qualification of personnel assigned duties involving AE. It is at the discretion of the board chair to conduct a board in a manner best suited to achieve their goals. At a minimum the qualification and certification board will:

b. Consist of the board chair, one or more board members and the candidate(s). There is no limit on the total number of board members who can participate on the qualification and certification board. However, a qualification and certification board will have at least one board member who is fully qualified and certified in the same AE and WTCs and at the same certification level or higher, to which the candidate is being certified.

c. For initial TM certification and upgrade in certification, perform a knowledge assessment that verifies by oral means a general understanding of applicable documentation such as technical, assembly and maintenance manuals; ordnance publications; SOPs; and knowledge of ordnance safety precautions and emergency procedures. For recertification at the same certification level, an oral board is optional (at the discretion of the board chair).

d. If certification or recertification is to be granted, the individual, a board member and the board chair will sign and date the OPNAV 8020/5 in the appropriate blocks.

6 Enclosure (2) e. For all incidents involving ordnance, consult with the CO on all matters of culpability and recommendation to retain, suspend, decertify or revoke individual(s) certifications.

4. Training using Inert and Live Ordnance Devices.

a. For initial TM certification, training devices and inert ordnance should be used as the primary means to achieve initial qualification. Inert items should be requisitioned or requested in a similar manner used to obtain live items.

b. Personnel must be qualified and certified prior to interacting with explosive devices. It is therefore, appropriate when certified to handle live ordnance, to treat live ordnance handling events as training opportunities in support of qualification and certification. Commands must ensure the proper level of supervision and controls are in place.

c. Where an explosive device or inert ordnance is not available to support a PD, a similar family type device must be sought as the preferred alternative.

d. In the event no similar family type device is available for a PD, commands may perform a walk-through of the process, augmented by mock-ups; pictures; and TYCOM, RC and ISIC required reading and AE training lectures, manuals, films, etc., of the explosive ordnance provided this method of qualification is identified in the TYCOM, RC or ISIC TP. If this is not identified in the TP, written approval from the TYCOM, RC or ISIC is required as applicable. Document this form of training as OJT using OPNAV 8020/4. Maintain approval letters in board chair notebook.

e. TYCOM or RC, as applicable, must provide written approval for the break out and use of live AE for training to achieve initial qualification. This written approval must be retained in the board chair notebook and a copy retained in the individual’s training record for a period of 3 years.

5. TP. Commands and individuals will attempt to use every training means available to achieve and maintain the desired level of qualification and certification.

a. The TYCOM, RC or ISIC will establish baseline type community and class standard TPs as appropriate to achieve type community and ship class consistency. Standardized WTC are defined in enclosure (4) and certification levels TM, I, TL, QA and SO are defined in enclosure (5).

b. When selecting a device or devices from enclosure (6) table 6-1, for OJT and PD, consider devices that have unique handling characteristics, processing requirements, configurations or require specialized equipment, which may be required to achieve and maintain the level of expertise necessary.

7 Enclosure (2) c. A prefilled OPNAV 8020/4, which identifies OJT and PD requirements may be included as part of the Command, TYCOM, RC or ISIC TP.

d. TPs must be approved in writing by the CO. Approval is not required if the use of the TYCOM, RC or ISIC TP is stipulated. However, the board chair and board members are still required to review the TP annually.

e. To achieve and maintain qualification and certification of personnel to the required family group or sub-family group device(s) consistent with the missions or operations and tasks of the command, the TP must include all the elements identified in subparagraphs 5e(1) through 5e(6).

(1) Standardized required reading and AE training lecture forms identifying informal training using the guidance provided in subparagraphs 6d through 6d(2).

(2) Identify informal training to achieve initial TM qualification.

(3) Identify OJT for each certification level, family group or sub-family group device and WTCs, using the guidance provided in subparagraphs 6e through 6e(3) (if applicable).

(4) Identify PDs for each certification level, family group, sub-family group device and WTCs, using the guidance provided in subparagraphs 6f through 6f(4) (as applicable).

(5) Identify the minimum number of board members required to sustain an active and viable qualification and certification program and the number of qualified and certified personnel by certification level.

(6) Include other unique information specific to maintaining the command’s qualification and certification program (e.g., qualification cards, check sheets, etc.).

f. Contractor TPs will be developed and approved in writing by the senior site manager.

6. Qualification Guidance and Procedures.

a. For military and civilians, verify the appropriate Medical Examiner’s Certificate is completed per reference (d), chapter 15, article 15-107. For contractors, the guidance provided in reference (e), paragraphs 391.41 through 391.49 apply. Place completed Medical Examiner’s Certificate in the individual’s training record.

b. Verify OPNAV 5530/1, Report of Screening for Personnel Assigned Arms, Ammunition and Explosives Related Duties is completed per reference (f). Place completed OPNAV 5530/1 in the individual’s training record. These forms are valid to the last day of the 12th month of the following year from the date when signed.

8 Enclosure (2) c. Using the qualification and certification TP as a guide, supervisors will review and verify the individual has completed the minimum required training for qualification. Subparagraphs 6d through 6f and table 2-1, provide clarification for minimum qualification to all certification levels.

TYPE CERTIFICATION TRAINING AND QUALIFICATION Initial TM: Informal training only. Note: OJT (if applicable) Upgrade in certification: Informal training and PD. d. Informal Training. Informal training must be documented when an individual demonstrates satisfactory understanding of a subject, through research, practice, rehearsal or participation in question and answer periods with subject matter experts. For the purposes of qualification and certification, informal training includes, at a minimum, required reading and AE training lectures. Subparagraphs 6d(1) through 6d(2), provide additional guidance for informal training.

Note: Required reading and AE training lectures will be documented using a command, TYCOM, RC or ISIC approved standardized form, using the guidance provided in enclosure (3), subparagraph 2a.

(1) Required Reading. A detailed listing of pertinent technical manuals; checklists; loading or processing manuals; SOPs; local command instructions and policies and other safety directives related to ordnance operations and mission of the command. The goal of required reading is for the trainee to possess a basic level of knowledge and understand the purpose of each. Required reading must be accomplished for initial TM certification, upgrades in certification and recertification at the same certification level.

(2) AE Training Lectures. A detailed listing of pertinent training lectures for each AE family group or sub-family group device. Training lectures provide the trainee with a general understanding of the hazards and safety characteristics associated with AE. AE training lectures must be accomplished for initial TM certification, upgrades in certification and recertification at the same certification level.

Note: Exception for documenting informal training (required reading and AE training lectures) is when upgrade in certification or recertification occurs prior to the expiration of an individual’s current certification. In these cases, if informal training was accomplished and documented within the previous 12 months, it is not required to be completed again to support qualification for upgrades in certification or recertification at the same certification level.

e. OJT. Document OJT using OPNAV 8020/4. OJT ensures that personnel who are currently certified, maintain the level of expertise necessary to ensure an accident free explosives

9 Enclosure (2) safety program. OJT includes elements such as weapons familiarization, walk through of the process or demonstration of applicable work task(s). OJT may or may not include actual handling. One of these methods may be used when accomplishing OJT. OJT must be instructed by an individual who is certified in the same AE, WTC and at the same certification level or higher. Subparagraphs 6e(1) through 6e(3), provide additional guidance for OJT.

(1) An appropriate level of OJT should be accomplished in support of qualification and certification using the family groups and subfamily group devices identified in enclosure (6), table 6-1. The Command, TYCOM, RC or ISIC TP will identify the minimum requirements (if applicable).

(2) OJT should also be documented when opportunities arise to perform work tasks using inert or live AE during actual ordnance handling evolutions.

(3) OJT may be performed using other activity assets aboard the parent command or performing OJT at the assisting activity.

f. PD. Document PDs using OPNAV 8020/4. A PD ensures that an individual who is IT for initial certification of a new weapon, upgrade to a higher certification level or recertification at the same certification level can effectively demonstrate the performance of all applicable work tasks codes observed by a qualification and certification board member. The primary focus is on the performance and evaluation of the skill of an individual while performing a work task (i.e., WTCs 1 through 6). The TP must identify the applicable sub-family group device or devices necessary to achieve all applicable WTCs for each family group. Subparagraphs 6f(1) through 6f(4) provide additional guidance for PD.

(1) Referring to enclosure (6), table 6-1, a PD must be accomplished for each applicable family group as a whole when performing WTC 1 and 2 only. For critical WTCs 3 through 6, a PD must be accomplished for a minimum of one or more applicable devices within each applicable sub-family group necessary to accomplish all required family group WTCs. Documentation examples are provided in enclosure (3), tables 3-3 through 3-5.

(2) Successful accomplishment of a PD, confirms the skill and proficiency of an individual as it relates to the performance of all work tasks within a family group and therefore, it is not necessary to perform a PD on all sub-family group explosive devices.

(3) Initial qualification to the certification level of TM does not require a PD. Qualification may be accomplished by completing informal training listed in subparagraph 6d of this enclosure, presented by a board member and may be augmented with an appropriate level of OJT for each applicable family group. This may also be accomplished by completing informal training augmented by the completion of formal schoolhouse training. The TP must identify the training required to achieve initial TM qualification.

10 Enclosure (2) (4) Under conditions where an extended maintenance availability prevents accomplishment of a PD, which could lead to a lapse in the individual’s certification, all efforts must be made to utilize another Navy activity’s assistance to allow for the PD to be accomplished in order to achieve recertification.

g. Formal Training. Personnel can attain an understanding of the theory and hazards associated with handling AE through formal courses where certified instructors present material, self-paced instruction manuals or computer based training or Web-based training programs (e.g., Naval Education and Training Command and Defense Ammunition Center developed ammunition courses). Document formal training using the guidance provided in enclosure (3), paragraph 3.

7. Certification and Recertification Procedures.

a. Enclosure (5) provides a list of approved certification levels.

b. The certification process begins with the identification of all billets requiring certification and a determination of the WTCs required of each billet, the certification levels and the AE to be handled, using the guidance provided in enclosures (4) through (6).

c. All attempts must be made to ensure that certification of personnel does not lapse and is a continuous process. In cases where a certification has lapsed, the individual must be recertified using the guidance contained in subparagraph 7d(3).

d. When the military or civilian supervisor determines that an individual is fully qualified and recommended for certification, steps identified in subparagraphs 7d(1) through 7d(4) are required:

(1) Board members review and verify the training record per the applicable TP to ensure adequate training on AE, WTCs and certification levels have been properly conducted within the past year.

(2) The board chair and at least one board member will conduct an oral board with the individual to aid in determining their knowledge and readiness for certification. For recertification, an oral board is optional (at the discretion of the board chair).

(3) Recertification, whether issued at the time of expiration or before, will be granted only after the individual has been validated using the guidance provided in subparagraphs 6a through 6f of this enclosure.

(4) Certification or recertification is valid to the last day of the 12th month after the OPNAV 8020/5 has been signed and dated by the board chair. For example, if an individual is certified or recertified on 4 April 2021, the certification will expire on 30 April 2022.

11 Enclosure (2) e. For new personnel assigned to a command, if no previous or supporting documentation is available, the person must be introduced into the command qualification and certification program at the TM certification level. However, if previous training documentation, such as, prior qualification and certification, formal training, fitness reports or evaluations or other supporting information is available, the qualification and certification board chair may determine the appropriate certification level that a person may be brought into the qualification and certification program (e.g., I and IT; TL and IT; QA and IT; SO and IT; etc.). To bring an individual into the commands qualification and certification program at a certification level of I or above, the board chair and board should consider all factors including Rank, grade and Rate (or specialty) and years of service or employment of the individual. Subparagraphs 7e(1) through 7e(4) provide additional guidance and necessary action.

(1) Board chair will conduct a thorough review of previous training documentation. This is to determine that an individual has previously received training and may possess the requisite knowledge and skills required to qualify and certify at the certification level of I or above.

(2) Oral interview conducted by the board chair and a minimum of one board member. The purpose is to determine the individual’s knowledge, skills and abilities and the understanding of the hazards and safety characteristics associated with AE.

(3) Document, via memorandum, the actions stated in subparagraphs 7e(1) and 7e(2), to include the approved certification level and the signatures of the board member and individual. See sample letter in enclosure (9). Maintain the memorandum in the board chair notebook with original OPNAV 8020/5 when certified and a copy in the individual’s qualification and certification training record.

(4) When approved, the individual will complete all training and qualification requirements at the assigned certification level using the command approved TP.

8. Certification Documentation Transfers. The receiving command may use the documentation from the transferring command provided all of the conditions of subparagraphs 8a through 8f are met:

a. Certification from transferring command is current.

b. Board validates previous documentation, past experience, OJT and PDs, in determining whether the individual’s certification is complete.

c. Individual complete informal training.

d. Board chair and at least one board member conducts an oral interview with the individual and determines that certification is warranted.

12 Enclosure (2) e. If certification is to be granted, the individual, a board member and the board chair will sign in all appropriate blocks of a new OPNAV 8020/5.

f. Maintain documentation using the guidance provided in this enclosure.

9. Certification Documentation Transfers for Temporary Assignment.

a. Certification travels with an individual for temporary assignment to any Navy command using the guidance provided in subparagraphs 9a(1) and 9a(2).

(1) Individual presents a copy of their OPNAV 8020/5 to the board chair of the reporting command.

(2) After receiving proper safety indoctrination from a receiving command board member or safety representative, the individual, the board member and board chair will sign the copy in the recertification blocks of the member’s OPNAV 8020/5, accepting or modifying the individual’s certification. The date block will reflect the date of acceptance by the board chair.

b. Upon request by the ship or station CO, the CO of any embarked or tenant non-naval unit (USMC, U.S. Army, U.S. Air Force, U.S. Special Operations Command and U.S. Coast Guard) will provide unit representative with documentation showing all individuals by name who are handling AE aboard the ship or installation, that they are thoroughly trained, qualified and certified to perform specific task for each specified item of AE.

10. Medical Standards and Physical Qualifications.

a. Since the medical standards and physical requirements are intended to cover the full spectrum of AE handling evolutions, all physical qualification requirements may not apply to every position. Some positions may require SOPs, training or job control modification to avoid or accommodate medical or physical restrictions. Per reference (d), chapter 15, Article 15-107, a qualified occupational health medical examiner may make a risk-based assessment as to whether the candidate can perform the essential duties of the position without endangering the health and safety of that person or others with or without reasonable accommodation. This physical qualification assessment should be based upon local management input describing the explosive handlers work tasks and potential work locations. The medical examiner will provide restrictions and describe required accommodations on the Medical Examiner’s Certificate for qualified personnel (if applicable). A waiver as discussed within paragraph 10 is for a medical standard or physical requirement for other than off-installation and off-base explosive vehicle operators.

b. On a case-by-case basis, personnel who have been determined by a physician to be not physically qualified (NPQ) due to a permanent medical condition, may be given administrative relief in the form of a waiver to the individual medical standards or physical qualifications

13 Enclosure (2) leading to certification using the guidance provided in reference (d), chapter 15, Article 15-107. The waiver of medical standards and physical requirements for handlers, on-base explosive driver’s, crane operators and MHE operators must be approved by the CO and is limited to areas within the authority of that CO. Waivers affecting the installation, will require concurrence of the installation commander.

c. Requests for a waiver of medical standards and physical requirements:

(1) The individual may originate, when a finding of NPQ is due to a permanent medical condition (possibly impacting their ability to handle AE or otherwise pose a health or safety hazard to self, co-workers or the public). The request must include a statement of understanding and acceptance of the potential increased risk associated with performing the job duties for which certification is required.

(2) The immediate supervisor, may originate the request on behalf of the individual and must endorse the request.

(3) The waiver request must include the information listed in subparagraphs 10c(3)(a) through 10c(3)(d):

(a) General statement of the medical or physical condition for which a waiver is requested.

(b) A discussion of any limitations or conditions, including a provision which states the medical condition remains stable or the worker provides proof of the medical management of the condition.

(c) Results of an operational risk management analysis of the proposed waiver using the guidance of the OPNAVINST 3500.39D endorsed by the cognizant department head or equivalent. The analysis must include a discussion of any special circumstances, proposed administrative controls (e.g., changes to SOPs, supervisory controls or limitations on scope of work) or other factors ensuring the worker can perform the essential duties of the position without endangering the health and safety of self or others.

(d) Copy of the occupational medicine physician’s waiver justification for NPQ of the candidate.

d. The qualification and certification board chair must coordinate the review of all waivers of medical standards and physical requirements requests. At a minimum, personnel listed in subparagraphs 10d(1) through 10d(6) must review the proposed waiver:

(1) Immediate supervisor.

14 Enclosure (2) (2) Cognizant department head or equivalent.

(3) Bargaining unit representative (for bargaining unit civilians, as appropriate).

(4) Occupational medicine physician (for review and recommendations only).

(5) Qualification and certification board chair.

(6) CO (final approval or disapproval).

e. The CO must grant any waiver of medical standards or physical requirements in writing. The waiver letter must include a provision stating the worker will notify the supervisor of any new or changes to physical or medical conditions. The waiver letter and supporting documentation from the waiver request must be maintained in the applicant’s medical record, with a copy maintained in the board chair’s notebook and the individual’s qualification and certification training record.

f. Transfer of waivers of medical standards and physical requirements from one command to another for purposes of permanent change of duty station is prohibited. However, the receiving CO may use the previous documentation from the transferring command for review.

g. Medical examination certificates are acceptable by a receiving command with valid expiration date as long as the member’s medical condition has not changed.

h. Personnel are responsible for notifying their supervisor if they are prescribed medication or use a controlled substance. The board chair will suspend the handler’s certification using the guidance contained in paragraph 11, if required or will consult with an occupational health medical examiner.

11. Revocation, Decertification and Suspension.

a. The CO is responsible for revocation of certification. The board chair is responsible for decertification and suspension action.

b. Revocation of certification is mandatory if:

(1) An explosive mishap is caused by gross personal negligence or carelessness.

(2) The individual was found to be reckless in the operation of equipment used to handle AE.

(3) There is evidence of a flagrant disregard of procedures or safety precautions.

15 Enclosure (2) (4) The individual’s behavior indicated signs of incompetence or unreliability.

(5) The CO or board chair deem the individual to be a detriment to maintaining a safe handling environment.

c. Revocation of an individual’s explosives certification is permanent and does not allow for recertification.

(1) Revocation is mandatory if a disqualifying medical condition is considered permanent and a waiver is not recommended or the medical condition is determined to be causally associated with a severe mishap. The procedures for revocation are identified in subparagraphs 11c(1)(a) through 11c(1)(c):

(a) For military personnel, prepare a service record entry stating specific reason(s) for revocation.

(b) For Government personnel, prepare a letter revoking the individual’s OPNAV 8020/5 and reassign the individual to non-explosive task.

(c) For contracted personnel, ensure actions taken are reported to the host activity or command and RC. The assigned contracting officer’s representative will take follow-on action to deny the contracted person further authority to handle AE on Navy installations or commands.

d. Decertification may be used as a temporary measure and may or may not lead to recertification or revocation. The procedures for decertification are listed in subparagraphs 11d(1) through 11d(3):

(1) The OPNAV 8020/5 requires a (straight) diagonal line made in red ink, signed and dated by the board chair and the individual being decertified.

(2) An individual who has been decertified is eligible for retraining and recertification at the same certification level. A new OPNAV 8020/5 must be created for the individual.

(3) If member is not considered competent, proficient and capable of being retrained, assign the individual other tasks not involving AE.

e. Decertification is applicable if:

(1) An explosive mishap is caused by an individual who is subsequently determined to be NPQ due to a previously unidentified disqualifying medical condition as specified in reference (d), chapter 15, article 15-107.

16 Enclosure (2) (2) If the medical condition is determined to be permanent but not causally associated with the mishap, then the individual must be decertified pending review and approval of any request for waiver of medical standards and physical qualifications.

(3) The CO or board chair deem the individual to be a detriment to maintaining a safe explosives safety environment.

f. Suspension is meant to retain an individual’s certification by documenting a temporary condition until the individual is fully capable of resuming work task with AE. Suspension is applicable when:

(1) Medical certificate has lapsed due to short-term condition, (i.e., awaiting a medical appointment).

(2) Other short-term conditions, such as temporary assigned duties, light duty due to minor injury or prescribed medication that may temporarily impair full performance or ability to effectively perform work task with AE.

g. Suspension of an individual’s certification is temporary and does not meet the requirements for decertification. The procedures for suspension are listed in subparagraphs 11g(1) through 11g(6):

(1) The board chair will document via memorandum the suspension of an individual. At a minimum, the memorandum must include the name of the suspended individual; reason for suspension; effective date of the suspension; duration of the suspension; and a statement stipulating the member will not engage in any interaction with AE during the suspended timeframe (See sample memorandum in enclosure (9)).

Note: If the memorandum suspension timeframe must be extended due to unforeseen circumstances, then the board chair will line out and assign a new expiration (if applicable). The board chair and the individual under suspension must initial the change.

(2) The individual will sign the memorandum acknowledging the suspension.

(3) The suspension memorandum will be retained in the board chair notebook filed with the individual’s original OPNAV 8020/5. A copy will be placed in the individual’s qualification and certification training record.

(4) The suspension memorandum will not serve as an extension of the current certification and expires upon expiration of the applicable OPNAV 8020/5.

(5) Upon reactivation of certification, the suspension memorandum will be retained in the board chair notebook per subparagraph 2b(10)(k).

17 Enclosure (2) (6) An expired medical examiner’s certificate will suspend an individual’s certification at the end of the day of which the medical examiner’s certificate expires. Individuals and their supervisors will be notified of the certification suspension. Individuals must not handle AE until they are issued a new OPNAV 8020/6 or MCSA-5876, validated by the board chair. The board chair will notify the individual and supervisor of the reinstatement.

h. As required by reference (d) chapter 15, article 15-107, personnel assigned to duties as explosives motor vehicle operators or explosives handlers are responsible to report to their supervisor or the medical department any physical or mental condition or any change in their medical status, which may impact their ability to operate a motor vehicle or handle explosives or other-wise pose a health or safety hazard to self, co-workers or the public. Supervisors are responsible to direct such personnel to the appropriate medical department for evaluation. The occupational health physician may contact the person’s medical practitioner to determine a recommendation to the qualification and certification board chair. When appropriate, the qualification and certification board chair will suspend the individual’s certification until they are cleared by the occupational health physician.

12. Guidelines for Seniority Waivers and Initial Certification of Board Members.

a. Seniority Waivers. When assignment of an individual in the grade of E-6 or higher or civilian equivalent is not possible due to manning limitations, a waiver request must be submitted to an approving authority (TYCOM or RC as appropriate) via the chain of command using the sample format in enclosure (9), for resolution or approval of the seniority waiver request.

b. Initial Certification. Initial certification of board members to cover new weapons or devices, must be accomplished after a careful review of past training and experience to identify the most qualified individuals to serve in this capacity.

(1) A new weapon or device added to a sub-family group within enclosure (6) table 6-1, with similar features and characteristics may not require initial certification. The TYCOM or RC will determine requirements for initial certification of new sub-family group devices.

(2) Requests for initial certification will be submitted to an approving authority (TYCOM or RC as appropriate) via the chain of command. Request must include name; rank rate or grade; explosive or explosive device; current certification level; current WTCs, current certification date; requested certification level; requested WTCs; training completion date and justification for the request. Request must be submitted using the sample letter format in enclosure (9). If approved, the word "Initial" must be entered on the OPNAV 8020/5 in the board member column and the CO must sign and date the board chair block. “By direction” authority is not authorized. The approval correspondence must be maintained in the board chair’s notebook and a copy in the individual’s training record. Initial certification of board members may be necessary under the conditions listed in subparagraphs 12b(1)(a) through 12b(1)(c):

18 Enclosure (2) (a) When ships are undergoing an overhaul of 12 or more months in duration, if certification has lapsed.

(b) Newly commissioned ships and commands.

(c) To cover new and unfamiliar weapons capabilities.

c. Approval of initial certification request by the approving authority must be accomplished after a careful review of completed training to ensure the most qualified individuals will serve in this capacity. Upon receiving approval, the CO will perform the initial certification of new board members. After initial certification by the CO, the board chair may perform subsequent certification of board members.

13. Contractors.

a. Contractors who provide direct support (i.e., contractor personnel who perform AE tasks in support of the government), at Navy activities and commands must have an established personnel AE handling qualification and certification program that meets the requirements of OPNAVINST 8023.24D to include applicable forms. Contractors working directly with Navy personnel may be included in the Government’s qualification and certification program.

b. Contracting officers will ensure that government contracts requiring contractor personnel to perform work tasks involving AE contain items identified in subparagraphs 13b(1) through 13b(4):

(1) Defense Federal Acquisition Regulation Supplement clause 252.223-7002, Safety precautions for AE.

(2) Defense Federal Acquisition Regulation Supplement clause 252.223-7003, Change in place of performance - AE.

(3) The contractor performing services involving AE material, on behalf of the Government, must have an established personnel AE handling qualification and certification program that meets the requirements of this instruction to include required forms (as applicable).

(4) All contractor personnel performing AE tasks under the scope of the contract must be included in the contractor’s (or the Government’s) qualification and certification program.

c. Contractors executing a contract with the Navy involving the manufacture, handling, storage, transportation and assembly of AE, must be prepared to produce documentation that shows that the employees who will perform these tasks have been trained, found qualified and certified as required by this instruction by contract execution date. This documentation must be made available upon request and subject to review by Navy representatives (i.e., ESO,

19 Enclosure (2) Explosives Safety Inspectors, QA personnel and others) who are assessing the contractor's qualification and certification program. Contractors must provide the host CO, upon request, formal written certification of the qualifications of those personnel authorized to handle or physically interact with AE. In the unlikely event a contractor fails to provide certified personnel qualifications to the appropriate U.S. Government representative, work may be stopped until contractor personnel meet the required qualifications. Additional guidance is provided in DoDM 4145.26, DoD Contractor’s Safety Manual for Ammunition and Explosives of 13 March 2008.

d. Additional guidance for contractor managed qualification and certification programs is provided in subparagraphs 13d(1) through 13d(6).

(1) A senior site manager will perform the administrative duties of “CO” as described herein for contractor qualification and certification programs.

(2) Contractor will have a single company appointed qualification and certification board chair and similarly designated board members. These appointments must be documented. The board chair and board members must have adequate experience in the type of AE operations they are observing for certification.

(3) Contractor will have a company approved qualification and certification program that meets the requirements of this instruction for all employees who interact with explosives. The program is subject to periodic audits performed by the government.

(4) Any requirements needing TYCOM or RC approval (e.g., initial certification, waivers, etc.) must be approved by the senior site manager from the contract company via the program officer or program manager of the command receiving services. Copies of all documents (i.e., letters, records etc.), must be provided to the CO receiving services.

(5) Contractors must be selective in assigning personnel to duties involving control of or unescorted access to AE. Such persons must be screened using the guidance of reference (f) to ensure they are mature, stable and show a willingness and capability to perform assigned tasks dependably before control or access is given to the person. Prior to qualification and certification, personnel screenings will be conducted and may be documented using the OPNAV 5530/1 for Personnel Assigned Arms, Ammunition and Explosives Related Duties. The designated Arms, Ammunition and Explosives screening officer will sign and date the form and file in the individual’s qualification and certification training record. The screening is valid through the last day of the 12th month of the following year from the date of signature.

(6) Prior to certification, contractor personnel must receive a medical examination by a private physician or contracted Navy medical treatment facility, which is registered in the National Registry of Certified Medical Examiners and must meet the physical requirements set forth by reference (e), paragraphs 391.41 through 391.49. Contractors will be issued the MCSA-

20 Enclosure (2) 5876 medical examiners certificate issued by an approved National Registry of Certified Medical Examiner. Additional guidance is provided in subparagraphs 13d(6)(a) and 13d(6)(b).

(a) The medical examination requirements for both certification and recertification must be met. If contractors in a qualification and certification program are determined to be NPQ, the qualification and certification board chair will suspend the affected contractor until they are cleared by an occupational health physician. Contractors are not eligible for medical exceptions, exemptions or waivers.

(b) Periodicity of the examinations will be dictated by reference (e).

Enclosure (3) TRAINING AND CERTIFICATION DOCUMENTATION REQUIREMENTS AND TRAINING RECORD STANDARDIZATION

1. Purpose. To address qualification and certification program standardized training documentation, certification documentation and training record requirements.

2. Training. Military and civilian personnel, to include contractors, assigned to positions involving responsibilities for AE must be included in a command (or company) explosives safety training program. The training necessary to achieve the qualifications for certification and recertification must be formalized to permit the individual to complete the requirements for qualification and certification and for the board to assess. Table 2-1 of enclosure (2) provides the minimum requirements to achieve qualification. Subparagraphs 2a through 2c of this enclosure provides guidance on documenting qualifications.

a. Informal Training. Document informal training using the guidance in subparagraphs 2a(1) and 2a(2) of this enclosure.

(1) Required Reading. Document required reading using a command, TYCOM, RC or ISIC approved standardized form that identifies the topic, trainee name, instructor or observer and date of completion. See example format table 3-1.

3. Formal Training. Maintain formal training completion certificates in the individual’s training record (as applicable) and document formal training using OPNAV 8020/4 (if applicable).

4. Training and Training Documentation Standardization.

a. When documenting formal training using the OPNAV 8020/4, in the FG column, annotate the name of the course or course number (i.e., AMMO-18, etc.). Maintain a copy of the certificate or letter of completion in the right side of the individual’s training record.

b. To facilitate accurate and complete documentation of training and experience for evolutions where a person is instructing or observing another individual, such training may be documented as OJT for the individual who provided the instruction or observation and documented on the OPNAV 8020/4 as OJT using the word “instructor or observer” in the instructor and observer block. These entries will only serve to document the member’s experience, unless the TP authorizes such training to count toward an individual’s certification or recertification.

c. Document training (i.e., OJT, PD and formal training) on the OPNAV 8020/4 with a dated single line entry for each form of training conducted and annotate the name of the person who instructed or observed the training. The person who provided the training must be certified to the equivalent certification level or higher for the AE and the work task performed.

d. Individuals who are currently certified and who are receiving IT to be certified at a higher level must be documented on the OPNAV 8020/4 as IT as appropriate (i.e., I and IT; TL and IT; TL, SO and IT; QA and IT; QA, SO and IT; or SO and IT). It may be necessary to recertify an individual at their current certification level, if unable to accomplish all necessary IT requirements prior to expiration of current certification.

e. When using training devices or when approved by TYCOM or RC to use live AE for initial qualification and certification of new capabilities, individuals who are currently certified will document IT at their current certification level or at a certification level identified by the board chair, as appropriate (i.e., I and IT; TL and IT; TL, SO and IT; QA and IT; QA, SO and IT; or SO and IT).

f. When an individual is concurrently trained as a TL and SO or QA and SO, certification or recertification must be documented as a single entry (i.e., TL, SO and IT; QA, SO and IT).

g. WTC 1 and 2. Commands do not need to record training for every individual AE sub- family group explosive device on OPNAV 8020/4. With the exception of aircraft egress systems

3 Enclosure (3) (AES), training may be documented for all applicable family groups listed in enclosure (6) as a whole, certification level and WTC for the training performed. When documenting WTC 1 and 2 for AES, document qualification as sub-family groups: AES cartridge-actuated devices (CAD), AES propellant actuated devices (PAD) or AES shielded mild detonating cord (SMDC).

h. WTC’s 3 through 6. Training documentation on the OPNAV 8020/4 must be listed by family group with applicable sub-family group explosive device, certification level and appropriate WTC for the training performed.

i. When AE is to be assembled or disassembled (WTC 3), document the assembled all-up round (AUR) with applicable WTCs using the OPNAV 8020/4 in a manner that will identify their individual characteristics such as, item nomenclature, series and configuration or model identification. See example documentation table 3-3.

5. Certification Documentation.

a. Individual certification and recertification must be documented using OPNAV 8020/5.

b. Certification on the OPNAV 8020/5 will be documented by the family groups listed in enclosure (6), certification level and applicable WTCs.

c. If certification or recertification is to be granted, the individual, a board member and the board chair will sign in all appropriate blocks of the OPNAV 8020/5. Enclosure (4) WTC’s

1. Table 4-1 standardizes the use and definition of each applicable WTC.

WTC-1 Handling The physical act of touching, moving, while breaking out, unpacking, segregating, counting (inventory control), inspecting, lifting, transporting, repositioning or packaging AE by hand or when using powered and non- powered equipment. This also applies to installing or removing CADs associated with the aircraft weapons release system (when not performing WTC 4), explosive devices in AES, cable cutters, fire extinguisher cartridges, launchers and non-aircraft support cartridges. Note: Explosive hazardous waste and material potentially presenting an explosive hazard are included in this WTC. Does not include explosives drivers qualified using NAVSEA SW020- AF-HBK-010. WTC-2 Storage and Stowage Personnel that handle or physically interact with AE during the act of storing or stowing explosives and explosive devices in designated and approved locations. WTC-3 Assembly and Disassembly The physical act of mating and un-mating components to or from an AUR configuration. This WTC is used when assembly and disassembly is authorized in applicable weapons assembly manuals, technical manuals, SOPs and checklists, to include mating an AUR to its pre-loaded accessory suspension equipment, during assembly and disassembly operations. WTC-4 Load and Download The physical act of loading or downloading an AUR from its launching device to include racks and launchers; fixed gun systems; automatic loading systems; linkless ammunition loading systems; aircraft gun systems; torpedo tubes, etc. from which delivery and initiation can be accomplished. This task includes all operations incidental to aircraft loading, clearing and downloading to include installation and removal of ejection or release support cartridges, AUR wings, fins, wires and cables performed during the loading and downloading portions of the governing technical manuals, SOPs, checklists and maintenance requirement card (MRC). WTC-5 Arm and De-arm Applies to those procedures contained in the arm and de-arm section of the applicable governing technical manuals, checklists and MRC that places an explosive, explosive device or weapons system in an armed or safe condition. WTC-6 Testing Physical act of conducting a test on AUR or AE components. Testing explosive devices or electrically initiated devices; weapon programming and reprogramming; and presetting are included in this WTC. Note: This is only applicable if testing equipment is physically connected to an explosive device or explosive initiator. This WTC does not apply to Vertical Launching System built in test or other launcher system test conducted prior to loading, post loading (routine systems tests) or systems test prior to offload. Enclosure (5) QUALIFICATION AND CERTIFICATION LEVELS

1. Table 5-1 provides descriptions of approved qualification and certification levels applicable to qualification and certification:

2. Progressive certification from one certification level to the next is not mandatory.

3. A command may use any of the certification levels as determined by command mission, but are not required to use all of them.

4. Only TM, I, TL and QA are interrelated certification levels. SO certification either stands alone or may be combined with I, TL or QA certification levels (i.e., TL,SO or QA,SO), as required.

IT In-Training 1. “IT” is not a certification level. IT is a qualification level used to document a process by which the individual is learning how to perform the associated certification level. IT must only be used and documented on the OPNAV 8020/4.

2. Direct supervision is mandatory. Individuals in an IT status can only perform the function to which they are being qualified to perform while under direct supervision of an individual who is qualified and certified to the same or higher certification level.

3. “IT” must be documented for initial certification of a new weapons system or upgrade in certification. A PD observed by a board member is required for certifications using the guidance in enclosure (2), subparagraph 6f. TM Team Member 1. TM must perform work tasks under direct supervision of a TL or above.

2. A TM is aware of basic safety precautions for the task(s) and AE concerned and has completed training and qualification, prerequisites and formal training (as applicable). I Individual 1. “I” may work alone when installing wires, cables or CADs as part of the load and download process or when performing limited storage or issue of explosives in ready service, not requiring the use of handling equipment (i.e., transporters, elevators, slings, cradles, forklift, pallet truck, hoist, dollies, skid, etc.).

2. Has sufficient knowledge and has demonstrated the proficiency to be entrusted to safely and reliably perform certain work tasks without a TL physically present, but must be in the general area.

3. Includes performing testing (WTC 6), provided MRCs, SOPs, technical manuals, etc., allow this as a single person function or task.

4. Capable of interpreting the requirements of applicable checklists, manuals, SOPs and MRCs.

SO Safety Observer 1. Must have sufficient knowledge and experience of applicable safety procedures, functioning of safety devices and working knowledge of work task procedures to determine potential outcomes and risks when safety procedures or devices are not properly used.

2. A SO is defined as the person responsible for safety assurance during any type of explosive handling evolution and should not be confused with a supervisor’s normal responsibilities.

3. Not restricted to the most senior within a unit. A junior who possesses the foregoing standards and demonstrates maturity may be certified at this level.

4. Required to be present during ordnance handling evolutions, where launching devices or handling equipment interacts with explosives materials (i.e., racks, transporters, elevators, slings, cradles, forklift, pallet truck, hoist, dollies, skid, etc.). Enclosure (8) TERMS AND DEFINITIONS

1. AE. As used herein, ammunition and explosives include (but are not necessarily limited to) all items of ammunition; propellants, liquid and solid, high explosives; guided missiles; warheads; devices; pyrotechnics; chemical agents; their components and associated substances, presenting real or potential hazards to life and property.

2. Certification. A formal documented declaration by the CO or the designated representative that an individual has met all of the informal training and qualification requirements established to perform a specific task on specific AE.

3. Collective Signature. A diagonal line crossing multiple horizontal lines with a single signature and date affixed to the top of the diagonal.

4. Command. A unit or units, an organization or an area under the command of one individual. Command includes the authority and responsibility for effectively using available resources and for planning the employment of, organizing, directing, coordinating and controlling military forces for the accomplishment of assigned missions.

5. CO or OIC. The signature of the CO, OIC or master (MSC only). This includes any person filling this billet in a civilian capacity. The signature cannot be delegated to a person having “By direction” authority.

6. End User. A person while in the performance of a regular duty assignment who handles, fires, launches or expends an explosive device, explosive material or item. This definition is not applicable to RSSI functions.

7. Energetic Material. The component of or an item of ammunition which is inherently designed to produce the necessary energy required for ignition, propulsion, detonation, fire or smoke, thus enabling the item to function. Also, a material (corrosive, oxidizer, etc.) which inherently is dangerous and capable of serious damage and which, therefore, requires regulated handling to avoid creating accidents in connection with its existence and use.

8. Explosive Material. Any chemical material with hazard producing characteristics that is loaded into ammunition or ammunition, or both, components. This includes (but is not limited to) explosives, propellants, white phosphorous, incendiary mixtures, pyrotechnic mixtures, tracer mix, toxic materials and riot control agents.

9. Explosives Driver. A driver of a motorized vehicle who has a valid U.S. Government motor vehicle operator’s identification card, with the “explosive driver” endorsement. Possesses a valid Medical Examiners Certificate and is trained to operate and inspect for safety and security of both the motor vehicle and the explosives or explosive devices transported using the guidance of NAVSEA SW020-AF-HBK-010.

2 Enclosure (8) 10. ESO. An individual designated by the activity’s commander, CO or OIC who serves as the activity’s single point of contact for all AE safety matters.

11. Family Groups. AE with similar characteristics.

12. Formal Training. Structured training, including schoolhouse training provided by Naval Education and Training Command, as well as computer-based and Web-based training such as Navy Knowledge Online or NOSSA approved explosive safety courses.

13. IT. Used to document training for upgrade in certification to a higher certification level, per enclosure (5) of this instruction.

14. Informal Training. Locally developed training listed in the TP including TYCOM, RC and ISIC approved lectures, mock-ups, pictures, manuals and films.

15. “May,” “Can” or “Should”. Refer to advisory requirements which are not mandatory.

16. OJT. Training in the performance of a task or duty necessary to maintain proficiency. All training other than formal or informal training. OJT may include elements such as weapons familiarization and walk through and may or may not include actual handling. Lectures alone do not constitute OJT.

17. PD. Performance of a task before a qualification and certification board member for the purpose of evaluating performance of personnel qualified for specific work.

18. Qualification. A documented list of requirements an individual must satisfy prior to being certified; i.e., testing, formal classes, licenses, documented OJT and experience, demonstrated task proficiency, physical, etc.

19. RC. The activity assigned as regional coordinator for base operating support resources for shore-based naval personnel and shore activities under installation claimant consolidation.

21. Segregation. A process used to separate AE items from one another. Segregation can include the grouping of items by identification Navy ammunition logistic code, lot number, material condition code, packaging or repacking and the application of an ammunition information notice or notice of ammunition reclassification. It is also used as a means to determine the current material condition or suspended condition of unknown ammunition and separating it into acceptable grouping by type and configuration.

22. Skill. The ability to use one’s knowledge effectively and readily in the execution of a learned physical task.

3 Enclosure (8) 23. SOP. An approved document that provides detailed written procedures (step-by-step instructions) for conducting safe handling and processing of AE as required by NOSSAINST 8023.11D.

24. Sub-Family Group. A sub-category within the overall family group having similar characteristics. This may include such items as Air Missile, Precision Guided Munition or a specific explosive device such as AIM-9, GBU-31, MK-48, Harpoon, etc.

25. Task. Work assigned or a defined objective to be completed or accomplished.

26. TYCOM. A command (flag officer) having the expressed and implied authority for enacting policy and procedural decisions over subordinate activities. A TYCOM also has the responsibility to resource a subordinate activity when required to comply with own or higher issued orders, instructions, regulations and directives. The TYCOMs germane to this instruction are: Commanders, Naval Air Forces Atlantic and Pacific; Commanders, Naval Surface Forces Atlantic and Pacific; Commanders, Submarine Forces Atlantic and Pacific; Commander, MSC; Commander, Naval Expeditionary Combat Command; and Commander, Naval Special Warfare Command.
