2 Return to Table of Contents BACKGROUND What is OPTASK VI? Unsafe or unprofessional interactions by foreign militaries, non-state actors, or surrogate actors against our ships and aircraft demand that we win both the fight and the battle of the narrative. In order to be the first with the truth, video and still photos of these incidents must be recorded in such a way as to tell the whole story visually, documenting the beginning, middle, and end, showing the facts and context of the encounter. This visual documentation must be rapidly disseminated in order to prove that the unsafe or unprofessional interaction actually happened. Timely release of VI is essential to counter any potential propaganda, disinformation, misinformation, as well as quell speculation and ensure that factual information is known. OPTASK VI is the Navy-wide operational tasking that defines the requirements and procedures for the collection and dissemination of Visual Information (VI) to ensure that provocative actions are recorded and can be used for us to be the first with the truth.
SAILOR VI/PA The Navy Office of Information, Commander, U.S. Pacific Fleet, U.S. Fleet Forces Command, and U.S. Naval Forces Europe/Africa have worked with Naval Information Warfare Systems Command to develop a portal on the SPAWAR Acquisition Integrated Logistics Online Repository (SAILOR) (SPAWAR) system. SAILOR VI/PA is a program designed to help units meet the requirements set forth by the Secretary of Defense and Navy OPTASK Visual Information (VI) policies. SAILOR VI/PA meets the requirement for a digital transport system and transmission bandwidth policy for all VI needs for afloat units, Maritime Operations Centers (MOC), Component level (USN and USMC public affairs headquarters) as well as the Office of the Secretary of Defense to transmit and access files. In accordance with Fleet OPTASK VI instructions, SAILOR VI/PA is the preferred method of transferring OPTASK VI files from afloat networks. Units without SAILOR VI/PA may use alternate systems such as AMRDEC SAFE or email in accordance with the OPTASK VI instruction.
ADVANTAGES In addition to a streamlined transmission workflow process, SAILOR VI/PA allows the use of the Aspera Connect web -browser plugin . The Aspera Connect plugin uses a proprietary protocol (FASP) that achieves speeds up to hundreds of times faster than TCP. Also, Aspera automatically resumes failed transfers if a network connection is momentarily or temporarily dropped as network conditions decline. Aspera installation was directed for all CPF surface vessels in CPF TASKORD 010544ZDEC18.

VI products are collected, processed, and burned to disc for transfer to CANES/COMPOSE terminal by unit.
User logs into SAILOR VI/PA, selects the appropriate Fleet, and uploads imagery to imagery folder.
Once upload completes, automated notifications sent to applicable CTFs, Numbered Fleet, Fleet HQ and Geographic Combatant Command through pre-established email distribution lists. (See email distribution matrices section; Appendix A).
Appropriate CTF, Numbered Fleet, Fleet HQ, and Geographic Combatant Command users log into SAILOR, download VI products as necessary to review.
A phone bridge is established between Numbered Fleet and Fleet HQ to review imagery.
If go-ahead provided, a phone bridge is established between Fleet HQ and Geographic Combatant Command.
If go-ahead provided, Geographic Combatant Command or Fleet HQ upload files to “OPTASK VI RELEASED” bucket.
Once upload completes, automated notifications are sent to CHINFO and OATSD(PA).
OATSD(PA) downloads, reviews and determines whether to release to media. CHINFO assist in release.

AFLOAT OPTASK VI UPLOADER (UNIT LEVEL) Users performing uploading at the unit level will have access to the “OPTASK VI” For Review bucket and be able to upload, download and delete their files. They will receive email notifications when their file is successfully uploaded.
CTF WATCHSTANDER Users at the CTF level will have access to the “OPTASK VI” For Review bucket and be able to upload and download files. You will receive an email notification when a file is uploaded into SAILOR VI/PA and tagged with your Numbered Fleet if your email account is included in one of the functional/group accounts listed in appendices A & B.
NUMBERED FLEET WATCHSTANDER Users at the Numbered Fleet level will have access to the “OPTASK VI” For Review bucket and be able to upload and download files. You will receive an email notification when a file is uploaded into SAILOR VI/PA and tagged with your Numbered Fleet if your email account is included in one of the functional/group accounts listed in appendices A & B.

Users at the Component Command level will also have access to the “OPTASK VI” Released bucket and be able to upload and download files. Fleet HQ users must only upload files to the “OPTASK VI” Released bucket at the direction of their Geographic Combatant Command.
GEOGRAPHIC COMBATANT COMMAND WATCHSTANDER Users at the Geographic Combatant Command level will have access to the “OPTASK VI” For Review bucket and be able to upload and download files. You will receive an email notification when a file is uploaded into SAILOR VI/PA and tagged with your Numbered Fleet if your email account is included in one of the functional/group accounts listed in appendices A & B. Users at the Geographic Combatant Command level will also have access to the “OPTASK VI” Released bucket and be able to upload and download files.
OATSD(PA) and CHINFO WATCHSTANDER Users at the OATSD(PA) and CHINFO level wil l have access to the OPTASK VI Released bucket and be able to upload and download files. They will receive email notifications anytime a file is uploaded into the “OPTASK VI” Released bucket. To ensure proper vetting and approval of VI imagery has occurre d, OATSD(PA) and CHINFO users must only access files in the “OPTASK VI” Released bucket.

To start the new account signup process, first navigate to the applicable SAILOR site: https://sailor.navy.mil https://sailor.navy.smil.mil
Click the “Create an Account” Button.
You will be directed to the “New User Registration Form” and a popup window where you should click your appropriate employment type.
You will be then be directed to the “General Rules of Behavior” window. Read the “User Responsibilities” and click “Accept” to acknowledge your agreement to comply with the “Rules of Behavior.”

To upload an “OPTASK VI” file, click the
button under the UPLOAD VI CONTENT menu.
You will then be routed to the Media Upload page.
Users at the Numbered Fleet HQ or Geographic Combatant Command levels will also have access to the “OPTASK VI” Released bucket and be able to upload, download, and delete files.
VI Files are only to be uploaded into the “OPTASK VI” Released bucket at the direction of the Geographic Combatant Commander.
Users must ensure they do not mistakenly upload OPTASK VI files into the Routine File Transfer bucket as it will circumvent the OPTASK VI routing process and the files will not reach their intended recipients.

Add file by dragging or clicking the add-file button. Only one file may be uploaded but ZIP file packages may be used to combine multiple files into one.
Following a successful upload, automated notifications will be sent to applicable recipients.

button under the DOWNLOAD VI CONTENT menu.

button under the DOWNLOAD VI CONTENT menu.
You will then be routed to the Documents page that lists all media available in the SAILOR VI/PA system.

Identify the file that you need to download and click the appropriate file as listed in the File Name column.
A pop-up window will appear that will have a clickable link to Download the file.
Click the Download link and you will then be routed to the Document Details window.

The Download row will have links to initiate a download of the file.
Users with the Aspera plugin properly installed will see a link to download using the high- speed Aspera download protocol. This is the preferred and timeliest method of downloading a file.
Users without the Aspera plugin installed will only see a link to download the file using HTTPS protocol.
Clicking either link will initiate a download of the file and record the download in the file’s download history log.
