1. Purpose. To publish enlisted manning policy and procedures for U.S. Navy activities.

2. Cancellation. COMUSFLTFORCOM/COMNPCINST 1300.1A.

3. Scope and Applicability. This instruction applies to all commands with enlisted billets authorized (BA) or enlisted Sailors assigned. This instruction is intended to augment reference (a) and provide supplementary policies and procedures designed to ensure the effective use of personnel resources in support of fleet personnel readiness.

2 4. Policy. This instruction provides policies and procedures to fleet readiness integrators (FRI) (U.S. Fleet Forces Command (USFLTFORCOM), U.S. Pacific Fleet (USPACFLT) and Bureau of Naval Personnel (BUPERS)), fleet type commanders (TYCOM), budget submitting offices (BSO), regional commanders and immediate superiors in command (ISIC) for executing manning distribution functions in coordination with PERS-4.

5. Discussion. General policy regarding the distribution and assignment of enlisted personnel is contained in references (a) through (l). This instruction provides additional guidance necessary for Chief of Naval Personnel and Navy Personnel Command (NAVPERSCOM) Career Management Department (PERS-4) to discharge their duties and responsibilities as the Navy’s manning control authority (MCA).

6. Responsibilities and Action.

a. MCA.

(1) Allocation Manager. NAVPERSCOM Enlisted Placement Management Branch (PERS-4013) is designated the allocation manager and is responsible for directing and evaluating assignments and personnel actions to fill vacancies per established MCA policies and direction. Individuals are considered allocation manager assets from the date the Sailor enters the negotiation window until date orders are issued. All order modifications or cancellations require allocation manager approval. Specifically, detailers are directed to ensure any changes in the reporting command, reporting dates, en route courses of instruction or other significant changes are directed to the allocation manager for concurrence in advance of order modification processing. Billet based distribution (BBD) is a function that resides within the MyNavy Assignment (MNA) System. PERS-4013 will be responsible for the management of the BBD process to include Sailor alignment to specific billet oversight per established MCA policies.

(a) BBD. BBD is a manning management process in which Sailors are aligned to unique billets based on the activity manpower document (AMD) billet profile (rate, rating, Navy enlisted classification (NEC) and functional area code (FAC)). All manning data, including projections of future manning, will normally be measured against funded billets only. There may be cases where the MCA is required to direct command manning at levels either greater or lesser than the funded billets. BBD provides four manning requirement types to manage these rules. Specifically:

1. Alignment to Unfunded Billets. If additional personnel are assigned to a command in excess of funded billets for a given rating, the MCA may direct these personnel be aligned to any unfunded billets of the same rating at that command. When a Sailor assigned to an unfunded billet detaches, there is no guaranteed backfill. Alignment to an unfunded billet is generally a one-time occurrence.

3 2. Refillable Excess Positions. If no unfunded billets are available at the command, the MCA may create a position defined by rating, pay grade and NEC and designate it as a refillable excess to allow assignment of a Sailor to that billet. When the Sailor rotates from the command, the MCA will make a determination of the need to continue to use the refillable excess. If the need persists, a requisition will be generated and assignments will proceed as normal. If the need for the excess position no longer exists, the MCA will remove the refillable excess billet. MCA will coordinate refillable excess positions with FRIs.

3. Excess Positions. The MCA may direct a one-time excess billet be created at a command to allow assignment of a Sailor for a special purpose. This billet will be tagged in MNA as an excess billet. When the incumbent detaches from the command, the billet will be deleted and not refilled.

4. Held Billets. In cases where the MCA has directed that one or more billets are not to be filled at a command, those billets will be flagged as “held” in MNA. Requisitions will still generate for these billets, but they will not be advertised for fill during the detailing process until the MCA directs release of the hold. MCA will coordinate held billets with the respective FRIs.

(b) Command vacancies are determined by measuring projected on board in 12 months personnel against funded or refillable excess billets from current to 12 months in the future. Fleet commanders will provide strategic sea duty manning priorities that will serve as the basis for requisition prioritization within the distribution system. Similarly, FRIs must provide strategic shore duty manning priorities as well. Vacancies result in requisitions that are generated bi-monthly for assignment control authority action via MNA. In addition, the FRIs must provide an integrated fleet input to each requisition cycle, specifically highlighting billet prioritization that meets their current readiness needs.

(2) Placement Coordinator (PC). As the command’s representative, the PC within PERS- 4013 plays an integral role in the assignment process and in achieving and maintaining activity personnel readiness. PCs, interacting with their assigned commands, must balance the activity needs with current and projected available distributable personnel assets. Under the direction of the allocation manager, PCs maintain personnel readiness through the timely assignment and alignment of qualified personnel to support the command mission.

(a) Requisition. A billet (position) that does not have any onboard enlisted Sailors aligned in MNA at a point in time equal to or less than 12 months will generate a requisition. The take-up month (TUM) will correspond to the projected rotation date (PRD) of the incumbent Sailor or current month if the billet is gapped. The generated requisition will correspond to the billet profile as listed on the command’s AMD, with regard to rate, pay grade, NEC and FAC.

1. For commands or specific rating billets with unusually long training paths or very short time-on-station requirements, the allocation manager may direct an “adjustment” in

4 the generation timeline, generating the requisition before the 12-month rule. These requisitions will have a “false” TUM that will force the requisitions to appear within the 12-month negotiation window. If the requisition is not filled before the normal detailing window, the TUM will adjust back to the basic generation rules outlined in subparagraphs 6a(2)(a)1 and 6a(2)(a)2.

2. The rules outlined in subparagraphs 6a(1)(a) and 6a(1)(b) will account for all unplanned losses at a command or prospective gain (PG) and tentative gain members who are losses due to failure to screen, failure to reenlist or any other reason in which the member fails to report to a command (e.g., a divert manning action). The TUM for these types of requisitions will be the current month. The allocation manager adjusted requisition generation rule cannot be applied for unplanned losses.

(b) Personnel Manning Action Request (PMAR). Per reference (c), manning actions that affect the alignment, location, training or transfer status will be routed using the PMAR functions inside MNA.

(c) Permanent Change of Station (PCS) Orders. Some enlisted PCS transfers result in Sailors reporting without required training due to either a lack of training quotas or temporary duty under instruction (TEMDUINS) funding. In all cases where Sailors under consideration for orders to a deploying command who do not hold the required NEC and en route training cannot be provided, NAVPERSCOM Enlisted Distribution Division (PERS-40) and Naval Education Training Command (NETC) Accession Detailing Branch (N33) detailers working with the gaining PC will assess the readiness impact of gapping the NEC requirement. When the proposed action creates a gap in a critical NEC (CNEC), the allocation manager will be the final approval authority, in coordination with the FRI, TYCOM and BSO. As outlined in subparagraphs 6a(2)(c)1 through 6a(2)(c)3 of this instruction, additional responsibilities are assigned:

1. The gaining commands are responsible for reviewing and verifying orders for all personnel detailed to their command. Specifically, the command will ensure PGs possess the necessary skills, hold the required NEC(s) or have the correct training en route. When training is not included, the command should immediately notify its respective TYCOM, BSO, ISIC and PC, preferably via e-mail or by message.

2. When training quotas or TEMDUINS funding is limited, PERS-40 and NETC N33 detailers will assign available enroute training based on the priorities listed within paragraphs 6a(2)(c)2a through 6a(2)(c)2f of this instruction:

a. Forward-deployed naval forces (FDNF) deployable commands.

b. Deployers scheduled to enter the basic phase of the Optimized Fleet Response Plan (OFRP).

5 c. Commands in the OFRP sustainment phase.

d. All non-deployable overseas activities.

e. Activities where the required NEC training is not co-located with the command.

f. All others.

3. PERS-40 and NETC N33 detailers must ensure the actions listed within subparagraphs 6a(2)(c)3a through 6a(2)(c)3c of this instruction are taken before orders are issued without required training:

a. Review previously assigned quotas and substitute an FDNF, deployer or overseas-bound Sailor for individual reporting to a non-deployer or other type of duty.

b. Reserve a returnable quota for those Sailors who had their original training quota canceled.

c. Detailers inform the gaining PC in all cases in which a Sailor has a returnable quota to attend training. The PC will inform the gaining command.

b. FRIs.

(1) Fleet Requirements. Per reference (a), USFLTFORCOM, in coordination with USPACFLT, have established fleet priorities, minimum manning thresholds and requirements in reference (l).

(2) Integrated Fleet Input. Per reference (a), USFLTFORCOM, in coordination with USPACFLT, must provide integrated fleet input to each requisition cycle detailing billet prioritization to meet fleet readiness needs per MCA established timeline.

(3) Manning Deficiency Reporting. USFLTFORCOM, in coordination with USPACFLT, will submit personnel manning deficiencies to the MCA (as necessary) to meet fleet strategic priorities per reference (l).

(4) Urgent and Critical Manning Situations. FRIs may initiate manning actions to correct deficiencies that degrade a command’s mission capability via PMAR. Actions include PRD adjustment, cross-deck, divert, completion of tour (COMPTOUR) or operational hold (OPHOLD).

6 (5) Assignment of Limited Duty (LIMDU) and Pregnant Sailors. Approve requests to exceed assignment caps established in paragraph 13 for LIMDU and pregnancy Sailors when requested by TYCOM and BSO.

(6) New Construction and Aircraft Transition. Coordinate with MCA to ensure manning targets will be met and are in line with the crew sequence-phasing plan.

(7) Deactivation and Change of Home Port. USFLTFORCOM and USPACFLT will liaison with MCA and TYCOMs in scheduling a manning conference to establish timelines and strategic priorities for redistributing the command’s personnel.

(8) Manning of Ships in Overhaul. TYCOMs may establish a caretaker crew (CTC) per Naval Sea Systems Command (NAVSEASYSCOM) manpower requirement. CTC and recommendations for redistributing ships personnel will be submitted to USFLTFORCOM and USPACFLT for approval. USFLTFORCOM and USPACFLT will submit final CTC and redistribution plan to MCA.

(9) Manning Workshops. USFLTFORCOM and USPACFLT will liaison with MCA and provide recommended timelines for manning workshops between 12-15 months prior to deployments.

(10) Fleet Measures of Readiness. In addition to Defense Readiness Reporting System- Strategic (DRRS-S) personnel readiness reporting requirements, (FRI) in coordination with the Type Commanders (TYCOM) and Navy Personnel Command (NAVPERSCOM), developed a common, more refined metric to assess Fleet personnel manning levels and measure how well a unit's total manpower requirements are being met. Under this process, measures of Fleet manning are known as “Fit" and "Fill." The goal is 100 percent rating and NEC manning; however, minimum threshold levels may be set and approved by the FRIs. The current listing of approved minimum thresholds is contained in enclosure (2) of reference (l).

(a) Fit. Skill (rating) and Experience (payband) versus Billets Authorized (BA). Measures Current Onboard (COB) personnel for the selected month for each rating and Supervisor, Journeyman, Apprentice (SJA) paybands divided by the current BA for each rating and SJA payband.

7 (b) Billet Requirement (BR) Fit. Skill (rating) and Experience (payband) versus (BR). Measures COB personnel for the selected month for each rating and SJA paybands divided by the current BR for each rating and SJA payband.

(c) Fill. All hands onboard versus BA. Measures COB personnel for the selected month for each rating divided by current BA for each rating.

(d) BR Fill. COB personnel for the selected month for each rating divided by current BR for each rating.

(e) CNEC. Distributed and qualified CNEC onboard and CNEC BA thresholds displayed in Cognos or Tableau by Type Commanders (TYCOM). The count of held and distributed Navy Enlisted Classification (NEC) (personnel currently aboard an activity who are both distributed to and qualified to hold the CNEC (or senior CNEC in applicable series) will be tracked for each unit by TYCOM).

(f) Aviation Maintenance Experience (AMEX). AMEX is a maintenance readiness metric quantifying the qualifications and experience level of an E4-E8 aviation maintainer (AD, AE, AM, AME, AO and AT) against a known standard, which is the same across every type- model-series.

c. TYCOMs and BSOs.

(1) TYCOMs and BSOs will submit input each requisition cycle detailing billet prioritization to meet readiness needs per FRIs guidance.

(2) Urgent or Critical Manning Situations. TYCOMs and BSOs may initiate manning actions (PRD adjustment, cross-deck, divert, COMPTOUR, order modification or OPHOLD) to correct deficiencies that degrade a commands mission capability via PMAR. TEMADD assistance may be requested from FRI when TYCOM and BSO is unable to identify interim mitigations within their claimancy. All TEMADDs will be reported by the TYCOMs and BSOs to the FRIs weekly for submission to Cognos and ensure accurate readiness reporting metrics.

(3) Enlisted Manning Inquiry Report (EMIR). Review and take appropriate action as necessary to meet minimum manning thresholds established in reference (l).

(4) Assignment of Women. TYCOMs and BSOs will monitor and take action when necessary to meet policies established in paragraph 12. TYCOMs and BSOs will notify the FRI when unable to meet women at sea policies.

(5) Assignment of LIMDU and Pregnant Sailors. TYCOMs and BSOs will monitor their respective units to ensure units do not exceed assignment caps identified in paragraph 12. Notify MCA and the respective FRI when necessary.

8 (6) Deactivation or Change of Home Port. TYCOMs and BSOs will establish a plan of action and milestones for the deactivation or home port change (HPC) for their respective units and will meet the guidelines established in paragraph 16. The plan of action and milestones will be submitted to the applicable fleet commander for review and approval.

(7) Personnel Manning Report (PERSMAR) Program. TYCOMs will ensure compliance with PERSMAR reporting requirements and provide assistance to respective units as necessary.

(8) Manning Workshops. TYCOMs and BSOs will attend manning workshops for their respective units.

7. Measures of Readiness. To ensure the most efficient use of available personnel assets in meeting MCA priorities, the policies and procedures listed within subparagraphs 7a through 7c of this instruction apply:

a. Per reference (a), USFLTFORCOM, in coordination with USPACFLT, will establish the fleet manning requirement. In general, the overarching priority of enlisted manning on sea duty will be continuously deployed commands, rotational deployers (non-continuous) and then all other sea duty units.

b. Per reference (d), the Department of Defense (DoD) DRRS – Strategic System is the Navy's authoritative readiness reporting for all fleet operational units, units providing direct operational mission support and all higher Navy echelons responsible for manning operational readiness.

c. Units not reporting via DRRS will meet applicable measures of readiness per reference (l) or applicable TYCOM and BSO established minimum thresholds.

8. Urgent or Critical Manning Situations. Actions to correct manning deficiencies that degrade a command’s mission capability are urgent or critical manning situations. There are six basic options that exist to meet urgent operational requirements that cannot be satisfied by NAVPERSCOM through normal enlisted personnel distribution practices, these options, in order of desirability, are: PRD adjustment, PCS divert, PCS cross-deck, order modifications, COMPTOUR and TEMADD. OPHOLD procedures are discussed separately in paragraph 9. All of these requests will be submitted using the MNA PMAR process.

a. PRD Adjustment. To minimize personnel turbulence, improve manning stability for the duration of a deployment, overhaul or special mission and provide the distribution system time to resolve specific manning deficiencies, the adjustment of a Sailor’s PRD is an appropriate management action. As part of the enlisted distribution verification process (EDVP), commands should review and validate their Sailors’ PRDs. When applicable and to best meet manning requirements, commands may submit PRD adjustment(s), ranging from minus 6 months for early transfer to plus 6 months to retain a Sailor on board the present command.

9 b. PCS Divert. When it becomes necessary to divert a PG to resolve another command’s manning deficiency, a divert PMAR will be entered into MNA. It is preferred that the old and new activity be from the same type duty (e.g., sea-to-sea or shore-to-shore) and in the same home port or geographic location. All proposed diverts will be routed by the command’s PC to the Sailor's current command to determine if the action will impose an undue hardship on the Sailor. Additionally, if the divert results in a change of geographic location, PERS-40 will determine if sufficient PCS funds are available to fully support.

c. Cross-Deck (Sea Duty) or COMPTOUR (Shore Duty). When it becomes necessary due to mission readiness degradation or other significant manning issues and there are no PGs who can be diverted to solve that manning deficiency:

(1) TYCOM, BSO or PC will screen activities in the same geographic location to identify Sailors on board in excess of BA. An excess Sailor will be defined as any Sailor aligned to an unfunded, non-refillable excess billet or any Sailor aligned in a billet that is for a more junior pay band. Cross-deck or COMPTOUR PMAR may be submitted for approval by the allocation manager.

(2) Cross-decks and COMPTOURs will be affected only within the same type duty. An effort will be made to identify a cross-deck or COMPTOUR within the same TYCOM, BSO, home port or geographic location. When a cross-deck or COMPTOUR is required from outside the same geographic area requiring cost orders, PERS-40 will review the action to ensure such a transfer can be supported and funded. If the proposed cross-deck or COMPTOUR results in a change of geographic location, the Sailor's current command will be contacted by the detailer to determine if the action will impose an undue hardship on the Sailor.

(3) For cross-deck actions, deployment schedules for both commands will be reviewed to prevent back-to-back deployments for individual Sailors. No action will be taken which will impose consecutive deployments or otherwise violate personnel tempo (PERSTEMPO) (i.e., amount of time spent away from home port), unless the Sailor is a volunteer. A Sailor will have a one-to-one ratio of deployed versus non-deployed time (e.g., a 6-month deployment should be followed by a nominal 6-month non-deployed period). However, because of the nature of fleet ballistic submarine, nuclear (SSBN); guided-missile submarine, nuclear (SSGN); and attack submarine, nuclear (SSN) operations, a minimum of 30 days in an off-crew status between patrols is required for Sailors cross-decked from one SSBN or SSGN to another and 6 months between deployments for SSNs.

d. For divert, cross-deck or COMPTOUR requests initiated by a TYCOM or BSO that cross into another TYCOM and BSO, advance liaison amongst all parties is required and must occur before the manning action is submitted. TYCOMs and BSOs may still submit a PMAR in situations of non-concurrence by the other TYCOM or BSO; however, advance liaison is still required. Conflicts between TYCOMs and BSOs’ recommendations will be referred to the FRIs for final resolution by the allocation manager.

10 9. OPHOLDs. An OPHOLD is a personnel action that impacts a Sailor under orders from a sea duty command. It will be reserved for extraordinary circumstances at sea duty commands only. OPHOLDs can significantly disrupt the lives of Sailors and the efficiency of the distribution system. Per reference (b), MILPERSMAN 1306-120, OPHOLD requests will be sent by commands using naval message to their PC; info the fleet commanders, the command’s ISIC, TYCOM, BSO, allocation manager and Sailor’s prospective command. OPHOLD requests for type-4 duty (overseas sea duty) will not normally extend more than 2 months beyond the DoD area tour applicable to the Sailor. OPHOLD request messages will be of routine precedence and contain only unclassified content. The PC, appropriate fleet commander, TYCOM and BSO will review all OPHOLD requests for alternate solutions and submit comments and recommendations to the allocation manager. OPHOLD requests must be submitted in time for a decision prior to the point when the Sailor must execute orders. Based on allocation manager direction, the PC will notify the command of final action on the OPHOLD request by message. Regardless of the status of an OPHOLD request, COs are not authorized to hold orders in abeyance pending an OPHOLD decision and must allow the Sailor to comply with reporting instructions and class convening dates outlined in the orders.

10. Management of Excess. Manning of an activity in excess is not normally authorized, unless Navy-wide excesses exist in a specific community. Per reference (b), MILPERSMAN 1306- 100, re-assignment of personnel prior to their established PRD will not be made solely for the purpose of “leveling,” where advancements created excesses. However, personnel shortages and good human resource management may not allow for manning a command above its funded billets when shortages in other activities impact overall fleet readiness. To affect the best use of excess or projected excess within these opposing constraints, the policies listed within subparagraphs 10a through 10d of this instruction will govern the management of excess Sailors.

a. Recommendations for redistribution via diverts, cross-decks or COMPTOURs, under this paragraph will be processed via PMAR using guidelines in paragraph 8.

b. For Sailors projected to be in excess, the activity manning profile must be examined to ensure a proposed action does not result in a near term manning shortfall in leadership, rating or NEC. Sailors in compressed ratings will not normally be approved for cross-deck, unless all other branches of the rating are fully manned. The following additional criteria, as outlined within subparagraphs 10b(1) through 10b(5), must be considered:

(1) Sailors should have at least 1 year of service remaining in their present rotation (sea or shore).

(2) Transfer should be affected within the same geographic area and type duty using a valid requisition. A transfer out of the geographic area may be executed with approval from PERS-40.

(3) PERSTEMPO restrictions in paragraph 8 apply.

11 (4) Losing commands have the opportunity to review their Sailors’ alignment during their bi-monthly EDVP review. By aligning a Sailor to an excess billet, the command is indicating that this particular Sailor is, in fact, an excess and may be a candidate for redistribution.

(5) Consideration will be given to valid detailer guarantees and hardship on the individual.

c. Degraded Readiness. In order to resolve critical readiness deficiencies or leadership shortfalls, PGs will be considered for divert and Sailors on board may be considered for cross- deck or COMPTOUR when either are in excess. Readiness deficiencies are generally defined as a shortage to a billet funded through P12 or a CNEC deficiency in deploying commands. Divert, cross-deck or COMPTOUR actions of excess Sailors will be made at the allocation manager’s direction via PMAR.

d. Advancement. In order to maximize readiness, allocation managers will review E-5 through E-9 selectees for possible reassignment to other activities to fill gapped billets. In an environment of scarce personnel resources, the allocation manager will not normally support an excess assignment, unless there are no vacant billets available elsewhere. After release of advancement results, PERS-40 will coordinate a review of Sailors considered as pure excess (on board an activity and aligned to an excess or unfunded billet) or pay grade excess (in a funded billet or refillable excess position, but aligned to a lower pay band billet) who have 12 months or more until PRD and 12 months or more until soft expiration of active obligated service (SEAOS). All proposed manning actions will be routed using the PMAR process. In addition to this general policy, the allocation manager may issue more detailed redistribution guidance.

11. Other Assignment and Distribution Tools.

a. Pay Grade Substitution (PAYSUB). A PAYSUB is the assignment of personnel in a pay grade not equal to the requisition pay grade. PAYSUBs may degrade a command’s experience level of a particular rating or NEC and must be carefully reviewed to ensure approval will not significantly impact readiness. PAYSUBs should remain within the appropriate pay band to support and maintain approved readiness threshold levels. All PAYSUB requests that cross pay- band boundaries must be submitted via the PMAR process.

b. Distribution Rate (DRATE). A DRATE is aligning a Sailor to a billet that is outside of his or her actual rating. All DRATE requests must be submitted via the PMAR process.

c. Distribution Navy Enlisted Classification (DNEC). A DNEC assignment is a management tool used to match an individual to a command’s authorization for an NEC. The rating detailer is responsible for all modifications to DNEC assignment while the individual is in a PG status. Once a Sailor has reported for duty, the PC is responsible for any DNEC modifications. While detailers and PCs have a role in NEC management, COs are ultimately

12 responsible for correcting DNECs as part of the EDVP review. Reference (c) contains additional instructions for verification of DNECs, NECs and instructions for requesting changes to a Sailor’s DNEC. Commands are required to ensure Sailors are properly aligned and DNEC’d.

d. EMIR. MNA provides commands with near real-time enlisted distribution information, reducing the need to transmit an EMIR. If the commanding officer deems it necessary, he or she may submit an EMIR. The EMIR will be addressed, per reference (b), MILPERSMAN 1306- 108, to the applicable TYCOM and BSO N1 as action offices.

12. General Information for Assignment of Women.

a. Assigned female information is available using MNA’s Female Distribution at-Sea Report. At least one female chief petty officer (CPO) will be aboard prior to the arrival of female E-6 and below. If a female CPO is not available, a female E-6 may, with TYCOM’s approval, be substituted to prevent delay of the initial assignment process. Further coordination with PERS-4 will ensure placement of a female CPO as soon as possible. Assignments will be per the activity’s normal requisitions; however, substitute billets, per creation of a representative (REP), may be requested by TYCOMs if female CPOs available for orders do not match the command's outstanding requisitions.

Example: A command needs a female CPO, has a chief electricians mate (EMC) billet open, but no female EMCs are available for distribution. Command has a petty officer first class electronics technician (ET1) billet that will be advertised and there are ETC women available. An ETC REP may be created while placing a hold on the ET1 billet to prevent “double stuffing” the billet (i.e., filling the funded ET1 and REP ETC billet). The female ETC can then be detailed to the ETC REP, meeting the command’s female CPO requirement.

b. A minimum of one female officer and one female CPO will be assigned to all gender integrated ships and squadrons. TYCOM has authority to gap female CPO presence; however, efforts must be continued by PERS-40 to assign a female CPO as soon as possible. When no female CPO is available, TYCOM and PERS-40 should ensure female E-6 presence. If the number of female CPOs in a command is expected to fall to zero due to a prospective loss, the command will notify TYCOM and PERS-40.

c. Assignment of female E-3 and below will not exceed 40 percent of the bunks available for E-6 and below females in any single command without TYCOM approval.

d. All women will be detailed to ships, submarines or squadrons per standard detailing procedures.

e. All billets will be gender-neutral and a man or a woman may replace a transferring woman and vice-versa. Some billets may be coded for gender-specific Sailors (billet NEC designated “9999”) due to the nature and duties of the billet. These gender-specific billets

13 represent less than .2% of the total number of funded billets available and a majority are at production shore commands (recruiter, recruit division commander, instructor, brigs, transient personnel units and naval hospital corpsmen billets).

13. Assignment of LIMDU and Pregnant Sailors.

a. LIMDU. Sailors will be assigned per reference (b), MILPERSMAN 1300-1400 and the guidelines listed within subparagraphs 13a(1) and 13a(2) of this instruction:

(1) Whenever possible, LIMDU Sailors being reassigned to shore from a sea duty command will be assigned to activities with valid BA for their rating; however, these Sailors will be aligned as excess and not affect the generation of requisitions. The total number of LIMDU personnel (account category (ACC) 105 plus ACC 355 personnel) assigned to an activity will normally not exceed the following cap based on the command’s total P9BA using POB3 as the baseline measure (POB3 divided by P9BA).

Command P9BA Assignment Cap <49 20 percent 50-500 25 percent >500 30 percent

Example: A command with a BA of 300 should have no more than 75 LIMDU personnel assigned at any one time based on LIMDU Sailors projected to be on board in 3 months. The allocation manager must approve requests from commands to exceed these caps with FRI, TYCOM and BSO concurrence.

(2) The goal is to minimize the impact of short-term personnel assignments while still retaining the flexibility to accommodate the assignment of potentially large numbers of LIMDU Sailors. The number of LIMDU Sailors available in a major home port area may exceed the number that may be assigned as stated within subparagraph 13a(1). In such cases, NAVPERSCOM Deployability Assessment Branch (PERS-454) may authorize assignment of LIMDU Sailors beyond the caps with allocation manager’s approval.

b. Pregnant Sailors. Pregnant Sailors will be assigned per references (e) and (f) and the following guidelines as stated in subparagraphs 13b(1) through 13b(4):

(1) When Sailors assigned to sea duty become pregnant, the parent command will make them available for reassignment to shore duty by submitting a pregnancy avail to PERS-454. Pregnant Sailors will not normally remain on board a sea duty command past the 20th week of pregnancy.

(2) PERS-454 will make every effort to place pregnant Sailors in a shore activity with valid BA for their rating while keeping them in the same geographic area if the servicing medical

14 treatment facility is equipped to handle the pregnancy. These Sailors will be aligned as excess and not affect the generation of requisitions. The total number of externally assigned pregnant Sailors at an activity will normally not exceed the following cap based on the command's total P9BA using POB3 as the baseline measure (POB3 divided by P9BA). These caps do not include Sailors on shore duty assignments who became pregnant during their normal shore duty tour.

Example: A command with a BA of 35 should have no more than seven pregnant Sailors from sea duty assigned at any one time, based on pregnant Sailors from sea duty projected to be on board in 3 months (POB3). The allocation manager must approve requests from commands to exceed these caps with FRI, TYCOM and BSO concurrence.

(3) When making the assignment, the detailer will assign a DNEC of “0054” for tracking purposes. This tracking DNEC will ensure pregnant Sailors from sea duty will not count against an activity’s manning or fit.

(4) Pregnant Sailors serving on a normal tour of shore duty, whose pregnancy or post- partum operational deferment will exceed their designated PRD, will be made available, per reference (b), MILPERSMAN 1306-1704, to PERS-454 for PRD adjustment. The availability should be submitted by the command prior to the member’s entry into the orders negotiation window, preferably 13 months prior to the current PRD. Members who become pregnant within 13 months of a designated PRD should be made available for PRD adjustment as soon as the command is notified of the pregnancy. These Sailors will normally remain on board their current command for the duration of their operational deferment, be assigned the “0054” tracking DNEC and count against the pregnancy assignment limits.

c. Although LIMDU and pregnant Sailors have specific medical limitations and restrictions concerning the duties they may perform, they may still contribute to a command’s mission and perform viable work. The Navy’s reduced shore footprint has made assignment of these Sailors increasingly difficult and it is imperative that all commands receive and manage their fair share of LIMDU and pregnant Sailors. To assist in the management of the fair-share assignments, the command must ensure all LIMDU or pregnant Sailors are correctly reflected in the personnel systems to include managing PRDs. Assignment caps for LIMDU personnel and pregnant Sailors are separate from one another. A command with a BA of 800 may be assigned 240 LIMDU Sailors and 240 DNEC “0054” Sailors based on the caps defined in subparagraphs 13a through 13b. Commands are encouraged to use senior LIMDU and pregnant Sailors to help manage their LIMDU and pregnant Sailor population; however, per reference (b), MILPERSMAN 1300-1400, they must not be assigned as the command’s LIMDU coordinator. Requests to exempt commands from assignment of LIMDU and pregnant personnel will not

15 normally be approved; however, if a command has a valid justification such as workplace assignment restrictions determined by an industrial hygiene site survey, they may submit a request to the allocation manager via respective FRI for exemption consideration.

14. Enlisted Individual Augmentation (IA). USFLTFORCOM will ensure IA requirements approved by the Office of the Chief of Naval Operations (OPNAV) are tasked for sourcing and filled, as appropriate. Reference (b), MILPERSMAN 1300-318, provides an overview of policies and procedures for management of all enlisted IA assignments, including overseas contingency operations support assignments (OSA) and individual augmentation manpower management (IAMM) assignments. The OSA process allows Sailors between PCS tours to select voluntary assignments to support stable enlisted IA requirements and IAMM allows mid- tour TEMADD assignments to support emergent or short duration IA requirements.

15. New Construction and Aircraft Transition.

a. Surface and Submarines. Manning of new construction ships is the responsibility of NAVPERSCOM Sea Special Programs Distribution Branch (PERS-409) for surface ships and NAVPERSCOM Nuclear Power, Submarine Distribution Branch (PERS-403) for submarines, per CNO manning directives. Liaison between allocation managers and respective TYCOMs, via USFLTFORCOM and USPACFLT, must be maintained to ensure manning is per approved CNO phasing plans.

b. Aviation. Manning of new construction aviation squadrons or squadrons undergoing aircraft transition is the responsibility of NAVPERSCOM Aviation Distribution Branch (PERS- 404), per CNO manning directives. Liaison between allocation managers and respective TYCOMs, via USFLTFORCOM and USPACFLT, must be maintained to ensure manning is per CNO phasing plans.

c. Personnel Stability. To afford maximum command stability, Sailors assigned to a new construction ship or squadron or a squadron transitioning to another type aircraft, are not normally eligible for transfer until completion of 24 months on board after commissioning or delivery of aircraft. In those cases, where Sailors are on board in excess of rating and NEC, the allocation manager will consider requests using the PMAR process for early transfer to fill urgent manning deficiencies at other activities. Such transfers will be coordinated with the appropriate TYCOM(s) via USFLTFORCOM and USPACFLT.

16. Activities Scheduled for Deactivation or Change of Home Port. PERS-409, PERS-403 and PERS-404 are responsible for detailing personnel assigned to and from these activities per reference (b), MILPERSMANs 1306-412, 1306-1100, 1306-802 and 1320-322.

a. Decommissioning, Deactivation or Disestablishment.

16 (1) Upon receipt of a Navy organization change request (OCR) that designates an activity for decommissioning, deactivation or disestablishment, PERS-40 will schedule a manning conference to determine final disposition of the command’s personnel. The PC will attend the conference as the allocation manager’s representative. In the event that a manning conference is not feasible, PERS-409 or PERS-404 will work with the allocation manager, TYCOM and BSO, via the FRI and command, to support the crew and staff reassignment to other commands.

(2) The PC will inform the allocation manager of any action by Navy Manpower Analysis Center to remove BA from an activity as part of the decommissioning, deactivation or disestablishment process. The allocation manager will coordinate with the TYCOM and BSO, via the FRI, on manning actions required to continue command operations through the scheduled deactivation, decommissioning or disestablishment date.

(3) The reassignment or separation of Sailors assigned to activities scheduled for decommissioning, deactivation, disestablishment or any other type of phasing out or closing down a sea or shore-based activity will be administered per reference (b), MILPERSMANs 1306-412, 1306-1100, 1306-802 and 1320-322.

b. Change of Home Port. Activities scheduled for change of home port through OPNAV approval will execute the administrative requirements per reference (b) MILPERMAN 1306- 1800 and as listed in subparagraph 16b(1).

(1) NAVPERSCOM will provide general information about HPC policies and procedures, but will not formally execute HPC actions until the OCR is approved. In addition, PERS-4 will:

(a) Coordinate the HPC conference.

(b) Monitor and assist the command in determining its current and projected manning.

(c) Ensure compliance with assignment and entitlement policies.

(d) Provide support and oversight in other matters pertaining to crew stability.

(2) TYCOM will ensure the command will meet and maintain any required manning readiness thresholds. TYCOM will liaise with FRIs, the allocation manager and the command to verify that accurate personnel data and PRD management is provided. In addition, TYCOM will provide updates to personnel readiness and manning plans to the FRIs and the allocation manager every 30 days, commencing within 15 days of receiving the master crew list from the activity.

17 (3) Commands will manage all personnel assigned, including PGs, during the entire HPC process. Commands will identify personnel eligible and ineligible for HPC. The timelines delineated in subparagraph 16b(3)(a) through 16b(3)(d) are critical to mitigate personnel readiness degradation during the HPC process and data required will become part of the TYCOM and BSO readiness and manning plans.

(a) Fifteen months prior to the effective date or within 30 days of receipt of OCR approval, identify current and prospective personnel expected to remain on board for the HPC.

(b) Fourteen months prior to the effective date or within 30 days of receipt of OCR approval, the command is directed to submit a master crew list to appropriate PERS codes (403, 404, 409, 451 and 4013), the allocation manager, FRI, TYCOM and BSO. The list will include personnel not suitable for permanent assignment to the new home port and the reason for unsuitability (e.g., Sailors with family members enrolled in the Exceptional Family Member Program, military spouse co-locations, legal issues, medical issues or separating from the Navy).

Note: Sailors not eligible for permanent assignment to the new home port will be reassigned based on allocation manager priority and may be held on board beyond the effective date of the HPC to mitigate potential manning or critical skills’ gaps until ordered to detach as directed by the allocation manager, TYCOM and BSO manning action or NAVPERSCOM orders. This allows time for the manning and distribution system to react to these unplanned losses and provides additional time for distribution by the TYCOM and BSO N1 to identify a relief.

(c) Twelve months prior to the effective date of HPC or as approved by OPNAV Military Personnel, Navy (MPN) Financial Management Division (N10), issue HPC certificates and (if applicable) commence tracking overseas screening.

Note: Overseas screenings are required to be completed within 30 days for Sailors and 60 days for dependents. Overseas screening status must be included in the monthly TYCOM readiness and manning plan.

(d) Commands changing home port are directed to review PRDs for assigned personnel to ensure they meet sea to shore flow or the area tour length to provide continuity and PRD management.

1. When the unit manning profile is established, the CO may request PRD adjustments at a maximum of plus or minus 90 days from established PRD per sea to shore flow. Requests to extend personnel beyond 60 consecutive months at sea will not normally be approved, unless the Sailor is a volunteer.

18 2. Factors such as time remaining on active duty, time remaining on prescribed sea tour (PST) and usage of entitlements will be taken into consideration when requesting a PRD adjustment.

3. Commands are required to track PRD adjustments via MNA. Commands will contact their PC if requested PRD PMARs are not reflected in MNA within 14 days of submitting a request.

17. Manning of Ships in Overhaul.

a. Commander, Naval Sea Systems Command (COMNAVSEASYSCOM) will provide a manpower, personnel and training (MPT) plan, highlighting manpower and training requirements generated by newly installed or modified equipment. MPT plan must be submitted to NETC, TYCOM, BSO, PC and info the allocation manager. TYCOMs and BSOs, in conjunction with the activity, will review the MPT plan and submit billet change requests necessary to remove obsolete requirements (NECs, training, etc.) and to add new requirements effective upon completion of the activity’s overhaul period.

b. TYCOMs and BSOs will monitor manning and training metrics of Sailors on board the activity receiving the new equipment and make recommendations of holding BA or inserting refillable excess positions to the allocation manager, via FRI, to align with the new BA or NEC requirements. The PC will review new BA and NEC requirements and coordinate with the activity to identify Sailors on board to attend the appropriate school on a TEMADD basis. When the activity does not have qualified Sailors to attend required training, the PC will coordinate with detailers to fill NEC training requirements via the normal enlisted distribution process. All Sailors with required training are to be on board, as recommended in the MPT plan, at the completion of the activity’s overhaul period. When Sailors are not on board in the time-frame specified, the PC will advise the allocation manager, FRI, TYCOM and BSO of barriers preventing the arrival of the Sailor(s), efforts to remove those barriers and the approximate time of arrival to the activity.

c. Manning increases for submarines scheduled for maintenance; availabilities will be per reference (g).

18. EDVP Review. Manning and assignment decisions are based upon information contained in MNA. Therefore, it is extremely important that each activity conduct timely, proper and accurate actions per the EDVP, reporting personnel events as they occur and correcting errors when identified. Commands must conduct the EDVP, per reference (c), at the beginning of each month to ensure:

a. Action has been taken to rectify all expired prospective losses (PL), PGs and SEAOS dates.

19 b. The reflection of DNEC and NEC codes for which Sailors are qualified as a result of either a formal course of instruction, on-the-job training or factory training. Reconcile and validate all NECs held by onboard personnel and PGs per reference (c) and this instruction. Preparatory to this action, a review should be conducted of the introductory section of reference (h) to gain a better understanding of the NEC structure and actions required to ensure billets and personnel are accurately identified with appropriate NEC codes. DNEC and NEC terminology and how each is assigned should be referred to when assessing skill shortages and training requirements. Subparagraphs 18b(1) through 18b(3) of this instruction are applicable when assessing activity skill shortages and training requirements:

(1) The NEC designation conforms to NEC BA reflected in the AMD. An exception may occur where new equipment has been or will be installed, but the NEC(s) are not yet reflected in the AMD.

(2) An NEC assignment identifies an NEC authorization a Sailor is filling in one of the conditions listed in subparagraphs 18b(2)(a) through 18b(2)(d):

(a) NEC has been previously awarded to a Sailor prior to transfer.

(b) NEC will be obtained via training en route to the gaining activity.

(c) A component skill code of an authorized principal NEC was assigned.

(d) An on-board Sailor who has been granted a returnable TEMADD quota and will attend the NEC-producing school after reporting on board.

(3) Reenlistment intentions of all Sailors in pay grades E-4 and above who have completed their first enlistment and whose EAOS falls within the next 13 months have been reviewed. If appropriate, commands should submit PRD changes to the appropriate detailer for those not electing to reenlist in order to match PRD to EAOS. This action is essential to ensure a demand signal is provided to account for the pending loss of a Sailor who was previously projected to remain on board for his or her entire PST.

(4) Any known or anticipated losses not reflected during the EDVP are identified and proper Navy Standard Integrated Personnel System (NSIPS) action is submitted without delay.

19. PERSMAR Program. The PERSMAR Program was developed to provide a means for exchanging information between personnel managers and activities scheduled for deployment. The objective of this exchange is to enhance the enlisted personnel readiness of deploying commands and to keep the operational and administrative commanders advised of manning shortfalls and actions being taken to resolve them.

20 a. The provisions of this program apply to all mobile operating forces (less submarines) scheduled for a deployment of 120 days or more or other operational commands with an established fleet readiness training plan cycle.

b. TYCOMs require submission of modified PERSMARs annually in October from aviation squadrons, ships or other commands that are homeported overseas, permanently deployed or employ a detachment concept of operations.

c. Commander, U.S. Submarine Forces Command monitors and evaluates enlisted manning levels of submarines and submarine groups and squadrons per reference (g).

d. PERSMAR Process and Timeline. The PERSMAR provides a standardized format for the command personnel management action plan. It formalizes the lines of communication among PERS-4013 and other NAVPERSCOM codes, TYCOMs, BSOs and the FRIs. Commands will include actions being taken to resolve discrepancies and recommendations from the EDVP review in their initial report. The reports will advise all concerned of the progress in the command’s personnel management action plan, enabling the allocation manager, PCs, FRIs, TYCOMs and BSOs to take appropriate action to resolve deployment manning deficiencies.

(1) Workshops. PERS-4013 will initiate a deployment manning plan of action and milestones messages to all deploying units, to include a guide for planning and addressing command personnel manning issues and information regarding the strike group manning workshops. The manning workshop will be hosted by PERS-4013 approximately 12 months before the projected date of deployment. PERS-4013 will coordinate with FRIs, TYCOMs, BSOs and strike group commanders to arrange a suitable time and place and announce the workshop by message to all concerned.

(2) Initial PERSMAR Report. Twelve months prior to deployment, commands will submit a PERSMAR Initial Report (enclosure (1)) using the format shown. Commands must accomplish the following actions listed in subparagraphs 19d(2)(a) through 19d(2)(c):

(a) Review the most recent EDVP to ensure BA and NECs listed properly reflect requirements to maintain and operate installed equipment. An AMD change request must be submitted, per reference (i), to revise personnel requirements or NEC skills resulting from changes in the command’s equipment, armaments or weapons systems. Failure from the command to take timely corrective measures will result in the command either not receiving appropriately trained individuals or gaining Sailors with incorrect NECs or skills.

(b) Ensure maximum resolution of NEC manning problems through the use of returnable school quotas. If a command is manned at or above BA in ratings where NEC deficiencies occur, a rating or NEC requisition will not generate. In this situation, a command is normally expected to “grow its own” through TEMADD under instruction or on-the-job training. Report any remaining NEC manning shortfalls in paragraph 5 of the initial PERSMAR.

21 (c) Maintain an aggressive command retention program aimed at the reenlistment or extension of enlistment to complete deployment for those with near-term SEAOS dates. Reference (b), MILPERSMAN 1160-040, contains information regarding extension of enlistment to complete deployments.

(3) PERSMAR Situation Report (SITREP). Six months prior to deployment, a PERSMAR SITREP (enclosure (2)) message will be prepared in the format provided. The command will identify and report personnel shortages below BA by rate, rating or NEC that are critical or essential for deployment and identify Sailors being considered for OPHOLD per the procedures contained in reference (b), MILPERSMAN 1306-120. OPHOLD intentions addressed in the PERSMAR alert PERS-4013 that the situation is critical and must be resolved. To execute the actual OPHOLD, commands are required to submit a message per reference (b), MILPERSMAN 1306-120. Upon evaluation of the PERSMAR SITREP, PERS-4013 will provide a response within 15 working days (21 working days for nuclear propulsion aircraft carriers (CVN)) of receipt that will identify personnel and estimated fill dates for essential shortages and other comments, as appropriate.

(4) Unplanned Losses. Essential losses occurring after submission of the “PERSMAR SITREP” and any time prior to deployment or during surge or sustainment phase are to be submitted as an EMIR per reference (b), MILPERSMAN 1306-108. This manning inquiry message should include the date time group (DTG) of the “PERSMAR SITREP” and an assessment of impact.

(5) Sea Operational Detachments (SEAOPDET). PERSMARs will be submitted within the first 10 days of January each year. The format for this special PERSMAR report is contained in enclosure (3).

(6) Aviation Independent Deployer and Expeditionary Squadrons. PERSMARs will be submitted semi-annually, within the first 10 days of January and June. The format for this PERSMAR report is contained in enclosure (3). Each detachment whose deployment commencement date is within 12 months will be reported. Forward-deployed detachments that support FDNF ships will be identified in the parent squadron's PERSMAR.

(7) Navy Expeditionary Combat Command (NECC). Commands that fall under NECC and do not deploy as an entire unit, but as detachments, teams, platoons, companies, etc. will submit reports as contained in enclosure (4) for overseas units and enclosure (5) for continental United States (CONUS)-based units. Report submission will be semi-annually for overseas units and annually for CONUS-based units, unless specifically modified by NECC with FRI approval.

(8) Aegis Ashore. Aegis ashore will submit reports as contained in enclosure (4). Reports will be submitted semi-annually.

22 (9) Berthing Constraints. FRIs, via TYCOMs and BSOs, are responsible for the proper qualitative and quantitative manning of commands and for ensuring assigned personnel do not exceed the command’s berthing capacity. While manning levels may be determined by PERS- 4013, PERS-4013 may not determine changes to the berthing configuration of individual commands.

(a) Reporting Changes in Berthing Capacity. To ensure berthing capacity is not exceeded, the most current berthing status will be reported periodically, as listed in subparagraphs 19d(9)(a)1 and 19d(9)(a)2:

1. At any time changes occur affecting berthing or rack configurations (e.g., shipyard alterations), commands must send an e-mail, using the format in enclosure (6), to inform TYCOM’s N1 and N43 office, via ISIC, for further routing to PERS-4013 via FRI.

2. PERSMAR submissions (format provided in enclosure (1)) highlighting any changes from previous submissions. Timely, advanced liaison with embarking mobile units and staffs and squadrons, such as destroyer squadrons (DESRON), is required to provide up-to-date berthing information prior to deployment, as this notification will be made via PERSMAR reporting guidance.

(b) Pre-Commission Units (PRECOM). Commands which fall under NAVSEASYSCOM and Naval Air Systems Command (NAVAIRSYSCOM) will report berthing and bunk capacity to PERS-4013 via FRI and use the same format as noted in subparagraph 19d(9). Additional requirements include:

1. All changes must meet the habitability requirements for male and females as outlined by NAVSEASYSCOM and NAVAIRSYSCOM directives.

2. Berthing modification or alteration notifications will be shared with other units of same class for potential modifications across the class and for ease of accession planning, detailing and allocation.

(c) Definitions. For the purposes of berthing and bunk capacity reporting, the following definitions as listed in subparagraphs 19d(9)(c)1 and 19d(9)(c)2 will be used:

1. Bunking Accommodations. Total installed bunks, categorized as officer, male CPO, female CPO, male E-1 through E-6 and female E-1 through E-6. Only ships which are flag or troop-configured will report a separate number of installed bunks for staff and troops. CVNs will report air wing and embarked staff accommodations. CVNs are responsible for advance liaison with embarked staffs and wings to review berthing requirements to ensure adequate space is provided to support the entire male and female complement during deployment. All others will report ship's company only. Amphibious commands will not report surge capacity in troop accommodations.

23 2. Bunking Utilization. Ships will report anticipated use of bunks by crew, helicopter detachment, DESRON or CVN staff, augment support, explosive ordnance disposal detachment, embarked civilians, etc., for each category of installed bunks. The total number of the utilization plan must not exceed the total number of ship's installed bunks. Officers filling enlisted bunks must be annotated in comments. Constant monitoring of personnel orders and early identification of Sailors which exceed berthing limits is necessary. Personnel actions necessary to resolve potential berthing problems must be closely evaluated to ensure recommended actions will not degrade readiness status to an unacceptable level. Upon receipt of changes from upgrades and modification or the PERSMAR, PERS-4013 will recommend corrective actions to relieve berthing constraints to the appropriate TYCOM, BSO and FRI. These recommendations may include early rotation of Sailors with less than 6 months remaining on PST, divert of PGs to other commands or lateral transfer of personnel. NEC skills will be considered prior to initiation of any divert or lateral transfer recommendations.

(d) Classification. PERSMAR transmissions will be of routine precedence and unclassified.

20. Records Management.

a. Per OPNAVINST 5215.17A, OPNAV N1 will review this instruction annually on the anniversary of its issuance date to ensure applicability, currency and consistency with Federal, DoD, Secretary of the Navy and Navy policy and statutory authority using OPNAV 5215/40 Review of Instruction. This instruction will be in effect for 10 years, unless revised or cancelled in the interim and will be reissued by the 10-year anniversary date if it is still required, unless it meets one of the exceptions in OPNAVINST 5215.17A, paragraph 9. Otherwise, if the instruction is no longer required, it will be processed for cancellation as soon as the need for cancellation is known following the guidance in OPNAV Manual 5215.1 of May 2016.
